Party chief vows to intensify anti-corruption efforts in 2026

VOV.VN - Party General Secretary To Lam has reaffirmed Vietnam’s strong commitment to combating corruption, waste, and misconduct, with a focus on stricter enforcement, preventive measures, and full implementation of strategic reform in 2026.

Addressing a meeting in Hanoi on December 25 to review anti-corruption, waste, and misconduct efforts in 2025, the top leader emphasised that 2026, as the first year of implementing the 14th National Party Congress resolutions, requires the ongoing campaign to be executed more decisively, effectively, and sustainably.

He stressed the need for thorough implementation of specialised resolutions, aligned with three strategic breakthroughs in institutional reform, personnel work, and the application of science, technology, and digital transformation, to enhance the efficiency of anti-corruption, waste, and misconduct prevention. He further directed increased inspection, supervision, audit, investigation, and prosecution of serious and complex cases that attract public attention, ensuring that past violations are not repeated.

In his view, attention must be focused on preventing corruption, waste, and misconduct in key national and local projects, while improving the recovery of misappropriated assets and encouraging voluntary compensation and remediation by offenders. International cooperation should be strengthened to apprehend fugitives and recover assets illegally transferred abroad.

Preventive measures must be implemented comprehensively, fostering a culture of integrity, transparency, and accountability, while leveraging science, technology, and digital transformation. Building and connecting national and sectoral databases is crucial for effective monitoring of assets and incomes, as well as for inspections and audits.

The Party leader instructed provincial steering committees for prevention and control of corruption, waste and negative phenomena to strengthen leadership, supervision, and inspection of the work in the two-tier local government system, strictly handling misconduct, and enhancing the oversight role of elected bodies, the Vietnam Fatherland Front, member organisations, the press, and citizens.

It was reported that in 2025 the Politburo and the Secretariat issued more than 130 documents on Party building, political system, and prevention and control of corruption, waste and negativity. The National Assembly and Government enacted or amended 89 laws and more than 900 decrees, directives, and resolutions, addressing legal loopholes and overlaps. Ministries and localities issued nearly 12,000 guiding documents relating to the work.

More than 330 Party organisations and 9,600 Party members were disciplined, including 23 centrally managed officials, six of whom faced criminal charges. Inspectors and auditors recommended recovering VND75,132 billion and 633 hectares of land, while administrative actions were taken against 928 collectives and 3,058 individuals. Prosecutors initiated 3,325 cases involving 8,516 defendants, including 585 corruption-related cases, with seized assets valued at nearly VND1.3 trillion and the recovery of approximately VND22.5 trillion from cases under the Central Steering Committee’s oversight.

Efforts to combat waste also progressed, with more than 1,150 projects and 10,971 surplus properties resolved and put to use. Government inspectors completed audits of 421 slow-moving or long-stalled projects, and prosecutors handled 62 cases involving waste and misconduct.

Looking ahead to 2026, the General Secretary emphasised the completion of investigations and adjudication of serious and complex cases, prompt resolution of delayed projects, especially ten priority projects, and strict enforcement against notorious cases of corruption and waste to deter future violations. He requested enhancing asset recovery, strengthening international cooperation, implementing preventive measures, and fostering integrity, transparency, and accountability.

The application of science, technology, and digital transformation, along with comprehensive monitoring of power and governance in the two-tier local government system, remains a key focus, ensuring decisive action against petty corruption while empowering oversight by elected bodies, civil society, the press, and citizens, he said.

At the meeting, the Central Steering Committee concluded the handling of five cases and four issues that had been fully resolved in accordance with the law, marking a year of notable results in 2025 and setting a firm, determined course for 2026.
