Party chief To Lam stresses unwavering resolve in combating corruption
VOV.VN - Party General Secretary To Lam emphasised the determination and the critical importance of prevention and systemic reform in the ongoing fight against corruption, waste, and misconduct during a national conference on anti-corruption efforts held in Hanoi on December 11.
The conference, which was attended by senior Party and State leaders including President Luong Cuong, Prime Minister Pham Minh Chinh, and other top leaders, reviewed the progress and setbacks of anti-corruption efforts during the 13th National Party Congress term.
In his keynote address, Party leader Lam acknowledged the achievements made in the anti-corruption campaign but made it clear that the fight is far from over and that complacency would not be tolerated.
The fight must be proceeded with relentless, resolute action. There will be no exceptions, no ‘forbidden zones’, he stressed.
The party leader reiterated that the priority in the fight against corruption, waste, and negative conduct must always be in service of the nation’s interests, the welfare of the people, and the strengthening of both the Party and the political system. He called for policies that not only cleanse the Party but also promote a thriving economy that directly benefits the people.
One of the highlights in his speech is the shift towards stronger prevention. Prevention must become the primary focus, he said, calling for greater vigilance at the grassroots level, with local Party cells and citizens playing an active role in identifying and addressing potential violations early on.
Small violations must not be allowed to accumulate into larger issues. The political system must be strengthened to ensure it is transparent, effective, and free of corruption, he added.
The top leader also addressed the need for fundamental changes to the system, including eliminating the “give-and-take” practice based on nepotism/favouritism that often fuels corruption. He called for rigorous enforcement of asset declaration requirements, and better monitoring of officials’ wealth to increase transparency.
Local Party organisations must intensify inspections, and reform must begin with salary adjustments, judicial and legal reform to make corruption impossible, he said.
The conference reviewed achievements over the past five years, noting that authorities detected and provided guidance on over 1,000 cases of corruption, waste, and negative conduct. The Party’s Internal Affairs Commission advised the Central Steering Committee on 149 cases and 84 serious, high-profile cases, while recommending an expanded role for prevention of negative conduct and waste.
Vietnam’s anti-corruption and anti-waste initiatives are being carried out across the entire political system, focusing on institutional reform, stricter enforcement, transparency, and public oversight, with an emphasis on preventing privileges, abuses of power, and recurrence of violations.
