Vietnam and Czech Republic boost anti-corruption cooperation

VOV.VN - A Vietnamese delegation led by Nguyen Thanh Hai, deputy head of the Party Central Committee’s Commission for Internal Affairs, has paid a working visit to the Czech Republic to exchange experience and promote cooperation between the two countries in anti-corruption and public integrity.

During a working session at the headquarters of the Czech Ministry of Justice on November 20, Hai provided an overview of Vietnam’s organisational structure and recent efforts in combating corruption, stressing that anti-corruption is a key task directed resolutely by the Party and the State, with strong coordination among relevant domestic agencies.

He also underlined the crucial role of citizens in monitoring, detecting and reporting violations, which significantly contributes to improving the effectiveness of anti-corruption efforts in Vietnam.

On the Czech side, Franek Michal, Director of the Department for Anti-Corruption Legislation, presented the Czech Republic’s anti-corruption framework. He stated that the Czech Government directly oversees anti-corruption work, while the Ministry of Justice is responsible for developing the legal framework, drafting laws and coordinating specialised advisory groups representing relevant ministries. These groups provide recommendations and policy adjustments in line with governmental changes.

He said that the Ministry of Justice does not interfere in judicial proceedings. Corruption cases are investigated and handled independently under the Criminal Code by the Police, the Prosecutor’s Office and the Courts. Transparency, solid legal foundations and strong international cooperation are key principles of the Czech model.

The Czech Republic also participates in various international organisations and partnerships to enhance information sharing, detect violations and exchange effective legal practices.

Both sides underscored the importance of having a mechanism to monitor lobbying activities, ensuring that interactions between public officials and interest groups are regulated. They also emphasized the need for a dedicated law to protect whistleblowers from retaliation or job loss.

Regarding asset declaration and conflict-of-interest management, the Czech Ministry of Justice noted that the country applies mandatory declaration for positions specified by law, with around 40,000 updates recorded annually in the digital system. Incorrect declarations are subject to administrative sanctions at the local level.

On November 19, the delegation worked with the Supreme Public Prosecutor’s Office in Brno. Michal Fiala, Head of the Department for Serious Economic and Financial Crime, shared the Czech Republic’s experience in handling economic and corruption cases.

He highly valued bilateral cooperation under the Treaty on Mutual Legal Assistance in Criminal Matters and the Agreement on Transfer of Sentenced Persons, expressing the Czech side’s desire to further strengthen cooperation in criminal justice, especially in combating economic and corruption-related crimes.

As part of the visit, the delegation also met with the Vietnamese Embassy in the Czech Republic. Ambassador Duong Hoai Nam briefed the delegation on the Czech Republic’s political and economic situation, noting that the visit took place during a governmental transition.

He emphasised that Vietnam–Czech relations are developing well, with numerous high-level exchanges scheduled for 2025, including the official visit of Prime Minister Pham Minh Chinh in January 2025 and the ongoing visit to Vietnam by Czech Senate President Milos Vystrcil.

The Ambassador also affirmed that the Vietnamese community in the Czech Republic remains united and maintains strong ties with the homeland. In recent months, the community has raised significant contributions to support flood-affected people in Vietnam and actively participated in charitable activities in the host country.
