Party chief To Lam outlines key development strategies for Vietnam
VOV.VN - Party General Secretary To Lam on June 17 delivered a keynote address to Party Central Committee candidates for the new term at the Ho Chi Minh National Academy of Politics, outlining key breakthrough strategies for national development in the new era.

In his remarks, Lam focused on the goals, vision, and several key breakthrough policies aimed at advancing the country’s development in the current period. He emphasised that while Vietnam has recorded many remarkable gains, there is still much work to be done. Ongoing efforts are essential to meet set targets amid a domestic and global context filled with both opportunities and challenges.
The Party General Secretary noted that the 14th National Party Congress, slated for early 2026, will mark the start of a new era of national prosperity and strength for Vietnam. To realise this vision, he stressed, Vietnam must achieve double-digit economic growth over many consecutive years, calling it a highly challenging task that requires both intelligence and practical approaches.
He further highlighted that across the Party’s platforms and congresses, three core objectives have consistently guided national development, namely ensuring stability, promoting growth, and improving people’s living standards. These priorities reflect the Party’s clear recognition of the dialectical relationship between “stability as a foundation for development” and “development as a means to ensure lasting stability.”
Ultimately, the overarching goal is to better meet the growing needs of the population, a key objective of the socialist path that Vietnam is committed to, he stressed.
Looking ahead, he said, the Politburo will continue to discuss breakthrough solutions in two critical areas - healthcare and education - that directly affect people’s lives. Efforts will focus on building a healthier Vietnam, reforming the healthcare system to enhance efficiency and reduce costs for citizens, and initiating transformative changes in education and training to meet the demands of the modern era.

Regarding strategic initiatives, the General Secretary affirmed that the Party is directing efforts toward realising Vietnam’s two centennial goals of becoming a modern, industrial, upper-middle-income country by 2030 to mark 100 years of the Communist Party of Vietnam, and a developed, high-income economy by 2045 to mark 100 years of the socialist state.
Among the top priorities is the streamlining and restructuring of administrative units and organisational structures, a historically significant policy for national development. The Party Central Committee, Politburo, and Secretariat are all committed to this policy with a high level of political determination, beginning with central-level leadership as an example for localities to follow. From July 1, 2025, this policy will be implemented nationwide to build a lean, efficient, and effective political system with synchronised operational mechanisms.
The Party chief also stressed the urgent need for institutional and legal reforms, calling for bold, decisive breakthroughs. He underlined the responsibility of Party committees at all levels to lead and oversee the process of transforming Party directives into enforceable laws. Every Party member must lead by example in respecting and upholding the Constitution and the law.
He particularly emphasised the responsibility of ministers and heads of government agencies to directly lead legal development efforts and be accountable for the quality of policies and laws within their sectors. They must also actively address institutional bottlenecks that hinder development.
The top leader encouraged future Party Central Committee members to explore and apply key directives such as Politburo Resolution 57 on breakthroughs in science, technology, innovation, and national digital transformation, and Resolution 68 on private sector development, which he identified as crucial drivers of the national economy.
In conclusion, the General Secretary reminded the participants that they are the Party’s future officials who will shoulder the historic responsibilities of the nation in the years to come. He urged them to fully recognise the honour and responsibility of their roles and to continually strive for growth, learning, and excellence to meet the country’s requirements in new development phase.
