Party chief attends conference on communication and mass mobilisation

VOV.VN - Party chief To Lam on December 19 attended a national conference reviewing communication and mass mobilisation work in 2025 and outlining tasks for 2026, as the country presses ahead with institutional reforms and preparations for major political milestones.

The conference, organised by the Party Cenral Committee’s Commission for Communication and Mass Mobilisation, was held in a hybrid format with in-person and online participation linking central agencies with grassroots levels nationwide. More than 3,000 delegates attended directly, while nearly 75,000 officials joined via thousands of online access points across communes, wards and special administrative units.

The year 2025 marked a significant transition for Vietnam’s communication and mass mobilisation system, following the merger of the Communication and Education Commission and the Mass Mobilisation Commission at all levels. Despite an expanded workload and the introduction of unprecedented tasks, the sector simultaneously streamlined its organisational structure while maintaining operational continuity.

According to organisers, the newly consolidated system has gradually taken shape, moving towards a leaner, more professional and modern structure with clearer accountability.

Addressing the conference, Head of the Central Commission for Communication and Mass Mobilisation Trinh Van Quyet said 2025 has been marked by fast-changing and unpredictable global and regional developments, intensifying strategic competition among major powers and increasingly complex non-traditional security challenges.

Domestically, he noted, Vietnam has been tasked with a series of historic and extraordinary undertakings, including major national anniversaries, sweeping administrative reforms, the reorganisation of territorial and local governance structures, as well as efforts to respond to severe natural disasters and climate change impacts.

The official called on participants to provide a comprehensive assessment of achievements and implementation methods in communication and mass mobilisation work, while also frankly identifying shortcomings, bottlenecks and underlying causes, particularly where efforts have failed to keep pace with new demands.

He urged delegates to draw lessons from practical experience to improve effectiveness in 2026, with discussions focusing on concrete tasks and solutions in the lead-up to the 14th National Party Congress, as well as upcoming elections to the National Assembly and People’s Councils.

The year 2026, he said, would pose especially significant challenges as it marks the first year of implementing resolutions adopted at the 14th Party Congress, alongside ambitious economic growth targets.

Delegates at the conference said that in 2025 the Party’s communication and mass mobilisation sector played an active advisory role for the Party Central Committee, the Politburo, the Secretariat and Party committees at all levels, helping to strengthen political cohesion and public consensus. The sector was credited with supporting major Party priorities and maintaining broad public support amid a year marked by institutional reforms and complex domestic and international challenges.

Preparations for Party congresses at all levels and for the 14th National Party Congress were carried out in a coordinated and timely manner. The participants noted that guidance was provided on drafting key documents, shaping public messaging, monitoring public opinion and encouraging public contributions, resulting in what was described as the largest and most in-depth public consultation process to date for Party congress documents.

The delegates highlighted progress in renewing political education, promoting the implementation of Party resolutions and continuing the nationwide campaign to study and follow President Ho Chi Minh’s ideology, ethics and style. Several initiatives and models were cited as having gained wider influence across society.

The conference reviewed efforts to safeguard the Party’s ideological foundations and counter misinformation, which participants said has become more proactive and systematic. Media, publishing and external communication activities remained closely aligned with political priorities, contributing to mainstream public discourse and enhancing Vietnam’s international image, including on issues related to maritime and border sovereignty.

While acknowledging achievements, the delegates pointed to shortcomings in forecasting public sentiment, digital transformation and online engagement, agreeing on priority tasks for 2026, including accelerating the rollout of a sector-wide digital ecosystem.
