New National Assembly enhances legislative capacity for new development phase

VOV.VN - To fulfill the requirement that legislation must pave the way for and shape a new phase of national development, deputies to the coming 16th National Assembly are expected to meet higher standards of competence, vision, and responsibility in the 2026–2031 term.

The new legislature will bear the crucial task of promptly institutionalising the Resolution of the 14th National Party Congress, ensuring that the legal framework keeps pace with the country’s strategic ambitions and evolving global environment.

The forthcoming term of the National Assembly is set to deliberate on a wide range of strategic matters, from refining development institutions and reforming the state apparatus to advancing comprehensive digital transformation, promoting a green economy, fostering high-quality human resources, and enhancing national competitiveness.

In this context, legislative work will go beyond technical revisions of existing laws; it will involve building forward-looking institutions capable of unlocking new growth drivers and creating an enabling environment for innovation and sustainable development.

Such responsibilities require each deputy to possess solid professional expertise, sharp critical thinking, and strong policy analysis skills. The quality of elected representatives will therefore serve as a key indicator of the success of the March 15 election. Deputies are expected not only to actively engage in law-making but also to contribute substantively to oversight and decision-making on issues of national importance.

Amid rapid global changes and the growing impact of non-traditional security challenges, legislators must also demonstrate flexibility, foresight, and sound judgment. Policies adopted during this term must be both feasible in the short term and strategic in the long term. The increasingly complex global landscape calls for representatives capable of anticipating trends and responding effectively to emerging risks.

Deputy Phan Duc Hieu of the National Assembly delegation of Hung Yen province has expressed the hope that the election will prioritise candidates with deep expertise across socio-economic sectors and innovative thinking in law- and policy-making. He emphasised the importance of courage in articulating viewpoints, putting forward initiatives, and engaging in constructive and robust debate in legislative activities.

Deputy Nguyen Quang Huan of the National Assembly delegation of Ho Chi Minh City observed that the 16th National Assembly would continue to renew legislative thinking, particularly in ways that unlock resources, stimulate creativity, and seize new opportunities to support growth objectives. He noted that pioneering legislation involves addressing areas that are still emerging or not yet fully defined.

Developments associated with the Fifth Industrial Revolution, including breakthroughs in advanced electronics, artificial intelligence, and biotechnology, present complex challenges for lawmakers. Crafting appropriate legal frameworks in such domains is demanding, yet it is precisely this responsibility that a forward-looking legislature must undertake.

As Vietnam advances toward higher-quality growth and deeper international integration, the deputies to the 16th National Assembly are expected to serve not only as lawmakers but also as architects of a modern and resilient institutional system. Their competence, integrity, and strategic vision will be decisive in ensuring that legislation truly opens pathways for long-term development and national prosperity.
