National Assembly briefs on outcomes of 14th National Party Congress

VOV.VN - Immediately after the successful conclusion of the 14th National Congress of the Communist Party of Vietnam (CPV), on the afternoon of January 26, Chairman of the National Assembly (NA) Tran Thanh Man chaired a briefing to provide a rapid update on the congress’s outcomes.

The conference was held both in person and online at the Dien Hong Hall, with the participation of nearly 1,300 Party members.

On behalf of the National Assembly Party Committee, Politburo member and NA Vice Chairman Do Van Chien delivered a briefing on the key results of the 14th National Congress.

At the congress, the 13th Party Central Committee submitted a set of documents, including the Political Report of the 13th Central Committee; a report reviewing key theoretical and practical issues arising from 40 years of socialist-oriented renewal in Vietnam; a report reviewing 15 years of implementation of the Party Charter (2011-2025) and proposing directions for its supplementation and revision; and a report reviewing the leadership and direction of the 13th Party Central Committee.

During the congress, Party General Secretary To Lam presented the Central Committee’s report on the congress documents. With a strong sense of democracy and responsibility, delegates devoted substantial time to studying the documents and engaged in extensive discussions, with 815 interventions delivered at delegation meetings and in plenary sessions.

The Political Report integrates three reports- the Political Report, the socio-economic report and the report on Party building- into a unified and comprehensive whole, with a clear focus and concise presentation that is easy to understand, remember and implement. According to NA Vice Chairman Do Van Chien, the action programme to carry out the congress resolution represents a breakthrough compared with previous congresses, clearly identifying the responsible actors, roadmap, resources and objectives for implementing the Resolution of the 14th National Party Congress.

“Unlike previous congresses, the Politburo and the Party Central Committee implemented Directive 45, previously Directive 35, to prepare the congress documents while simultaneously formulating the Central Committee’s action programme, enabling immediate implementation once the congress concluded. As stated in the General Secretary’s report, from right after the congress, each year, each month and each day will yield new results,” Do Van Chien said.

Regarding development goals for the 2026-2030 period and the vision to 2045, the report sets out five major orientations. It stresses that during 2026-2030, priority should be given to creating strong breakthroughs in three decisive areas: breakthroughs in institutions and implementation, with the completion of a coherent legal framework; improvements in policy quality; stronger enforcement discipline; ensuring that all major policies are accompanied by clear roadmaps, resources and implementation supervision mechanisms; accelerating administrative reform; building a digital government; and taking service effectiveness for the people and businesses as the key measure.

The report also identifies breakthroughs in high-quality human resources linked with science, technology and innovation, as well as breakthroughs in modern, integrated infrastructure. Priority areas include strategic transport infrastructure, energy infrastructure, urban infrastructure and, in particular, digital and data infrastructure; infrastructure adapted to climate change; strengthened regional and local connectivity; and the expansion of development space in line with the national master plan. These three breakthroughs are organically interconnected.

Institutions open the way; human resources determine speed and quality; and infrastructure creates space and momentum. If implemented in a coordinated manner, they will generate new momentum and new positioning; if pursued half-heartedly, opportunities will be lost.

The highly successful outcome of the 14th National Congress reflects the confidence, resolve and renewed development vision of the Party and the nation. It provides a solid foundation for the entire Party, people and armed forces to strengthen strategic autonomy, confidence and self-reliance, move forward decisively in the new era, successfully implement the Resolution of the 14th National Party Congress, and work toward a peaceful, independent, democratic, prosperous, civilised and happy Vietnam.
