National Assembly Standing Committee to review 35 draft laws and resolutions

VOV.VN - The National Assembly Standing Committee will review 35 draft laws and resolutions and consider approving several other resolutions at its eighth session in November, alongside discussions on major infrastructure projects, crime prevention and tourism development.

The eighth session of the National Assembly Standing Committee is scheduled to take place in four phases -  on November 2; November 10 - 13; November 17-18; and November 25, according to the National Assembly Office.

National Assembly President Tran Thanh Man will deliver the opening remarks, with the committee’s vice chairmen taking turns presiding over the proceedings.

Broad legislative agenda

The committee will consider explanations, feedback and revisions to 35 draft laws and resolutions before they are submitted to the National Assembly for further consideration.

The proposals cover a wide range of policy areas, including criminal law and criminal procedure, the organisation of criminal investigation agencies, asset recovery linked to criminal cases, and mechanisms to address legal obstacles.

Economic and financial matters will also feature prominently, with proposals concerning electricity, investment, small and medium-sized enterprise development, land management, housing, real estate business, public procurement, the state budget and taxation.

Other areas span marine and environmental protection, data security, electronic identification and authentication, postal services, social insurance, labour regulations, occupational safety, fire prevention and rescue.

The agenda also encompasses health care, pharmaceuticals, health insurance, children's rights, disability policy, senior citizens’ welfare, tobacco control, sports, tourism, libraries, cinema, cultural heritage, advertising and the press. A proposal on developing cultural industries is also among the items under consideration.

Resolutions on oversight, salaries and digital transformation

The Standing Committee is also expected to consider and approve several draft resolutions within its remit.

These include a proposal allowing inspection agencies to retain part of the funds recovered through inspections, after the money has been transferred to the state budget, to support their operations and strengthen institutional capacity.

Other proposals concern the functions and organisational structure of the National Assembly’s Ethnic Council and committees, salary scales and allowances for state leaders and professional salary structures in the judiciary and procuracy.

The committee will also consider amendments to policies and operational conditions for provincial and municipal People's Council deputies, as well as a version 2.0 digital architecture framework for the National Assembly. The latter is linked to adjustments to the legislature's digital transformation programme for 2025-2030.

Infrastructure, crime prevention and tourism

On major policy decisions, the committee will discuss the investment policy for a national target programme on crime prevention and control for 2026-2035.

It will also consider investment policies for three expressway projects - Bao Ha-Tan Phong, part of the Bao Ha-Lai Chau route; Quang Ngai-Kon Tum; and the section of the Moc Chau-Son La-Dien Bien expressway located in Son La province.

A proposal on special mechanisms and policies for tourism development is another item on the agenda.

In its supervisory work, the committee will review a government report on the implementation and guidance of legal provisions governing policies and benefits for members of Vietnamese agencies overseas.

The committee is also scheduled to consider the Prime Minister's proposal for the appointment of ambassadors.
