National Assembly holds final session of 15th tenure, to approve 49 bills
VOV.VN - The 10th session of the National Assembly, the final of its 15th tenure, opens in Hanoi on October 20 and is expected to approve 49 draft laws, a record high for its tenure.

Before the opening ceremony, leaders of the Party, the State, the Vietnam Fatherland Front, and National Assembly deputies are to lay wreaths and pay tribute to President Ho Chi Minh at his Mausoleum.
The National Assembly holds a preparatory session at 8 a.m., followed by the official opening ceremony at 9 a.m. The ceremony was broadcast live on Vietnam Television and the Voice of Vietnam for nationwide audiences.
At the opening session, the Government is to present a report on the implementation of the 2025 socio-economic development plan and the 2021–2025 five-year plan, as well as projections for the 2026 plan. The National Assembly’s Committee on Economic and Financial Affairs is to deliver an appraisal report on these results.
President of the Vietnam Fatherland Front Central Committee is to present a report summarising voters’ and citizens’ opinions and petitions sent to the 10th session.
According to the agenda, the National Assembly will review and decide on 66 items or groups of items, including 49 draft laws, four resolutions, and 13 groups of issues related to the economy, state budget, oversight, and other significant matters.
Regarding socio-economic and state budget issues, the National Assembly will evaluate the implementation of the 2025 socio-economic development plan and decide on the 2026 plan; review the 2025 state budget performance and approve the 2026 budget estimates and budget allocation plan. It will also assess the 2025 public investment plan implementation and decide on the 2026 plan. Discussions will cover the 2021–2025 five-year plans on socio-economic development, economic restructuring, medium-term public investment, national finance, and public debt; and proposed five-year plans for 2026–2030 on national finance and medium-term public investment.
In addition, the National Assembly will review reports on judicial affairs, anti-corruption, crime prevention, and law enforcement; the handling of citizens’ complaints, petitions, and denunciations; and the oversight of the implementation of voters’ recommendations.
One key agenda item is the report on the thematic oversight results of the implementation of policies and laws on environmental protection following the enactment of the 2020 Law on Environmental Protection.
The National Assembly will also discuss and review reports summarizing the implementation of its resolutions from the 14th and 15th tenures concerning thematic oversight and questioning of members of the Government, the Chief Justice of the Supreme People’s Court, the Prosecutor General of the Supreme People’s Procuracy, and the State Auditor General.
During this session, the National Assembly will deliberate on the report summarising its performance during the 2021–2026 tenure and review reports from the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the Committees of the National Assembly, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. A resolution summarising the 2021–2026 tenure is expected to be adopted.
The session will also include personnel work, expected to take place in the latter part of the first working week.
Notably, unlike previous sessions, the 10th session will not feature live questioning and answering sessions at the plenary hall. Instead, National Assembly deputies will submit written questions to which officials will respond in writing. A summary report will be presented, and the National Assembly will allocate a session for discussion on this matter.
The 10th session, which is to last about 40 working days through to December 11, holds significant importance as it marks the comprehensive conclusion of the 15th National Assembly’s tenure and sets the orientation for the upcoming 16th tenure and the next stage of national development.
