Party chief underscores people-centered principle in legislature’s activities
VOV.VN - Party General Secretary To Lam has outlined two requirements and five priority orientations for the Congress of the National Assembly Party Organization, stressing the need to uphold the people-centered principle in all legislative activities in the coming tenure.

The first Congress of the National Assembly Party Organization for the 2025-2030 tenure opened on September 25 at the National Assembly House, bringing together 297 delegates representing 2,804 Party members from 11 subordinate Party committees.
Those attending the event also included former Party General Secretary Nong Duc Manh; Prime Minister Pham Minh Chinh; and former National Assembly chairs Nguyen Van An, Nguyen Sinh Hung and Nguyen Thi Kim Ngan. National Assembly Chairman Tran Thanh Man, who also serves as Secretary of the National Assembly Party Organization, chaired the congress.
The congress adopted the theme: Building a pure and comprehensively strong Party Organization; leading the National Assembly in bold renewal, improving the quality and effectiveness of operations, and firmly advancing into an era of prosperous, civilized and happy national development.”
In his speech at the congress, Party General Secretary To Lam, on behalf of the Politburo, applauded the important achievements of the NA Party Organization during the past tenure, and expressed appreciation for the efforts and dedication of its members and deputies in overcoming numerous difficulties in their work.
He stressed that the workload of the National Assembly is extremely heavy, requiring intellect, commitment and often silent sacrifices from each deputy. The results of the past tenure reflected a strong sense of responsibility, creativity and high political resolve of the NA Party Organization, while affirming the soundness of the new organizational model. This has enhanced the Party’s comprehensive leadership and met the country’s development needs in the new context.

The Party chief underlined that Vietnam is entering a new stage of development with two centennial goals, which place greater demands on the work of the National Assembly, especially in institution building with the requirement to “turn institutional reform into a competitive advantage and a driver of development.” This, he noted, requires Party committees, deputies, officials, civil servants, and employees of the National Assembly to further raise their political will, renew their thinking, and act decisively to contribute to the nation’s common progress.
On this basis, the Party leader outlined two requirements and five priority orientations for the congress to discuss, clarify, and adopt for implementation in the next tenure. Among them, he laid stress on the need to strengthen the people-centered character in all activities of the National Assembly, which is essential for the country’s supreme representative body.
The Vietnamese legislature, he stressed, must be closely connected with the people and truly be “a National Assembly of the people, by the people, and for the people” not only in words but in every law, every questioning session, and every major decision, all aimed at the ultimate goals of ensuring the people’s happiness, well-being, and freedom, and advancing the nation’s prosperity.
The Party leader instructed the National Assembly Party Organization to strengthen Party building, improve leadership capacity and fighting strength, and develop a pure and strong Party organization in ideology, politics, ethics, structure and personnel. He emphasized maintaining high unity within the Party Organization, renewing grassroots activities in line with practical realities, and promoting democracy both within the Party and across NA bodies.
He urged the organization to enhance the role of Party groups in National Assembly delegations both inside and outside legislative sessions, linking Party building with improved public service culture, stronger anti-corruption and anti-negative efforts, and tighter control of power in lawmaking. Building a capable contingent of officials, particularly deputies, was highlighted as a key requirement.
On this occasion, the Party leader also called for strong leadership and direction to ensure the success of the 10th session, the final sitting of the 15th NA, which will decide on many important national issues.
He requested well-prepared and meaningful activities to mark the 80th anniversary of Vietnam’s first general election (January 6, 1946 – January 6, 2026), and effective leadership in organizing the 16th NA and People’s Council elections for the 2026–2031 term, in line with Politburo Directive 46.
He also underlined the need for active and effective contributions to preparations for the 14th National Party Congress scheduled for next year.
In his opening address, Tran Thanh Man expressed profound respect and remembrance for late President Ho Chi Minh, revolutionary predecessors, staunch communists, and Party members of the National Assembly’s agencies who sacrificed their lives for national liberation, defence and socialist building.
He also paid tribute to heroic martyrs, Vietnamese Heroic Mothers, wounded and sick veterans, families with meritorious service to the revolution, and generations of Party members who had contributed to building a stronger, more professional and effective National Assembly worthy of being the supreme representative body of the people and the highest organ of state power.
The top legislator noted that since its establishment, inheriting the results and experience of the former Party Delegation of the National Assembly and under the close leadership of the Politburo and Secretariat, especially the direct and regular guidance of Party General Secretary To Lam, the National Assembly Party Organization has reinforced solidarity, overcome difficulties and innovated its leadership. It has effectively carried out the legislature’s functions of constitution-making, legislation, supreme supervision and decision-making on major national issues.

In particular, the NA Party Organization has led and directed the completion of an enormous workload of institutionalizing strategic decisions of the Party, creating a critical legal foundation for cultural socio-economic development, for building the political system, and for strengthening the fight against corruption, wastefulness and other negative phenomena, as well as safeguarding national defence, security and foreign affairs.
On September 11, 2025, the Politburo worked with the Standing Committee of the National Assembly Party Organization on preparations for the congress, concluding that the process and the content of the documents had been handled seriously, thoroughly and in line with regulations and guidance from the Party Central Committee.

Chairman Tran Thanh Man emphasized that the country faces pressing issues requiring solutions, and that the people expect and count on the Party and State’s decisions. This demands continued renewal in the National Assembly’s mindset and approach.
On September 24, the congress carried out its agenda, with in-depth discussions and presentations on the implementation of political tasks, leadership and direction, lessons learned from the previous tenure, as well as the orientations, goals, tasks and breakthroughs of the Party Organization for 2025-2030.

Once again, the NA chairman underlined the importance of the congress, saying it is about shaping a strategic and epochal course of action together with the entire Party, making the legal system a competitive advantage and a breakthrough of breakthroughs, and steering the nation into a new era of vigorous development.
