NA Chairman requests removing bottlenecks in ethnic policies
VOV.VN - National Assembly Chairman Tran Thanh Man has called for efforts to remove bottlenecks in Vietnam’s ethnic policy system, warning that overlapping regulations, fragmented implementation, and administrative inefficiencies are affecting the effectiveness of programs for ethnic minority and mountainous areas.
Speaking at a meeting with the Standing Committee of the National Assembly’s Ethnic Council on May 21, the top legislator emphasised the need to improve policy coordination, strengthen supervision, accelerate decentralisation, and expand digital transformation in order to enhance governance and implementation efficiency.
He urged the Ethnic Council to intensify supervision of national target programmes for the 2026–2035 period, including rural development, sustainable poverty reduction, and socio-economic development initiatives for ethnic minority and mountainous regions.
According to him, monitoring activities should be conducted regularly on a weekly and monthly basis to promptly identify obstacles in policy issuance, resource allocation, and implementation, preventing prolonged delays and inefficiencies.
He also stressed the importance of stronger decentralisation, requesting the central government to reduce direct involvement in detailed project management while giving greater authority and responsibility to provincial and commune-level administrations.
A major focus of the meeting was the need to resolve inconsistencies and overlaps within the legal framework governing ethnic affairs.
NA Chairman Tran Thanh Man requested a comprehensive review of legal documents and policy mechanisms related to ethnic minority development in order to address fragmented regulations, improve policy consistency, and ensure greater long-term stability.
He also called for reforms in legislative thinking and improvements in the appraisal quality of draft laws, ordinances, and resolutions, particularly policies directly affecting ethnic minority communities.
Relevant agencies were instructed to clarify institutional responsibilities and propose practical solutions to address bottlenecks in policy implementation and inter-agency coordination.
The National Assembly Chairman identified digital transformation as a key solution to improving the effectiveness of ethnic policy management.
He urged stronger application of information technology and artificial intelligence in administrative operations and document processing to reduce procedural pressure, shorten processing time, and allow agencies to focus more on policy analysis and lawmaking.
The leader also underscored the need for the Ethnic Council to stay closely connected to realities in ethnic minority and mountainous regions while strengthening coordination with relevant agencies in monitoring socio-economic conditions, national defence, and security issues in border areas.
He said oversight efforts must be grounded in local conditions and proactively propose timely solutions aimed at strengthening national unity, maintaining political and social stability, and ensuring national defence and security.
