NA Chairman: Law must become a driver of development
VOV.VN - The legal system must serve as a driver of development rather than a barrier to national progress, said Tran Thanh Man, Chairman of the National Assembly and Secretary of the Party Committee of the National Assembly.
He made the remarks while chairing the fourth conference of the Party Committee of the National Assembly for the 2025–2030 term in Hanoi on March 16.
The Chairman called on lawmakers to continue reviewing and refining the draft action programme of the Party Committee of the National Assembly, highlighting institutional and legal reform as a strategic breakthrough to support national development.
According to the top legislator, as Vietnam enters a new stage of development following the orientation set out at the 14th National Party Congress, the National Assembly must play a central role in shaping and improving the institutional framework for development, with citizens and businesses placed at the centre.
He emphasised the need to fundamentally reform legislative thinking, shifting from a management-oriented approach to one focused on facilitating development.
The National Assembly Chairman also called for efforts to address overlapping and inconsistent regulations and to accelerate the development of a legal system that is coherent, transparent, stable and practical.
In addition, he underlined the importance of completing legal frameworks for emerging sectors such as science and technology, innovation, artificial intelligence, the digital economy, digital assets and financial technology, as well as new economic areas linked to low-altitude and outer-space activities.
The conference also reviewed the action programme of the Party Committee of the National Assembly to implement tasks following the 14th National Party Congress, and discussed a proposal outlining legislative priorities for the coming 16th National Assembly term.
The senior legislator noted that the draft proposal aligns closely with major orientations outlined in the documents of the 14th National Party Congress and key resolutions of the Politburo related to institutional reform and national development in the new stage.
Participants at the conference also agreed on the need to continue reforming the organisation and operations of the National Assembly toward a more professional, modern and efficient legislature.
Efforts will focus on improving the quality of lawmaking to ensure that each law adopted is high-quality, stable and practical.
The National Assembly will also enhance the effectiveness of its oversight functions, viewing them as a key tool for controlling power and preventing corruption, waste and misconduct.
At the same time, lawmakers will continue improving decision-making on major national issues, including strategic infrastructure projects, large-scale energy developments and new development models such as international financial centres and next-generation free trade zones.
Chairman Man also noted that the March 15 election of deputies to the 16th National Assembly and local People’s Councils for the 2026–2031 term was successfully conducted, with a high voter turnout nationwide and no electoral place requiring a re-run.
The National Election Council is set to officially announce the election results on March 22.
