Hostile forces under fire for distorting Vietnam’s four key resolutions

VOV.VN - While the entire Party, army, and people are actively working to implement the four key resolutions recently issued by the Politburo to guide Vietnam’s strategic development in a new era, hostile and reactionary forces have been exploiting social media to distort their content and intent.

Misguided and deliberate distortions

Shortly after Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and digital transformation was released on December 22, 2024, certain anti-Vietnam websites immediately published fabricated articles distorting its contents. Some claimed absurdly that “freedom should be the national policy, not science and technology,” or that the resolution was merely a ploy to “entice talent.” Such narratives aim to deny the strategic importance of science and technology in national development.

Similarly, following the release of Resolution No. 59-NQ/TW on international integration in the new context on January 24, 2025, certain unfriendly social media outlets claimed that Vietnam was "secretly aligning with strategic partners to oppose other nations" or "abandoning its independent foreign policy." These misrepresentations ignore the consistent and transparent foreign policy of independence, self-reliance, multilateralisation, and diversification adopted by Vietnam.

More recently, hostile forces took advantage of the release of Resolution No. 66-NQ/TW on legal reform and Resolution No. 68-NQ/TW on the development of the private sector to spread misinformation across Facebook, YouTube, TikTok, Telegram, and personal blogs. They claimed Vietnamese law is “a setback for social progress” and that Resolution 68 is a “contradiction,” accusing the Party of “endorsing exploitation” and contradicting past viewpoints. These claims aim to incite distrust, confusion, and division among the people.

Understanding the four key resolutions correctly

It’s safe to say the issuance of Resolution 57 is timely and necessary as it provides a legal and strategic framework to maximise the country’s progress in science, technology, innovation, and digital transformation. Vietnam’s innovation ecosystem has made significant strides, ranking 56th globally in 2024. The Global Innovation Index (GII) improved from 59th in 2016 to 44th in 2024, with some sub-indices leading the world, including the creative goods export index. This progress invalidates the false narratives of reactionary forces and confirms the essential role of science and technology in national prosperity.

Meanwhile, Resolution 59 affirms that international integration is a mission of the entire nation, under the comprehensive leadership of the Party and unified state management, placing people and businesses at the centre. After four decades of renewal and integration, Vietnam has significantly improved its international position. In 2024, its import-export turnover hit a record high of US$786.29 billion, up 15.4% year-on-year. The country has actively broken out of economic embargoes, becoming a trusted partner globally. The resolution reflects Vietnam’s steadfast commitment to an independent and self-reliant foreign policy adapted to new global realities - a fact hostile forces deliberately ignore.

In addition, Resolution 66 emphasises legal reform as critical to building a rule-of-law state. From 2019 to 2022, the National Assembly passed 49 bills, including key legislation on human rights and civil liberties. In 2023 alone, 16 complex and impactful laws were passed, including the Housing Law and Real Estate Business Law. The continuous improvement of the legal system not only protects citizens’ rights but also provides a solid foundation for socio-economic development. These efforts directly refute the claim that Vietnamese law is “regressive.”

Furthermore, Resolution 68 reaffirms the private sector as a vital component of the socialist-oriented market economy. The private sector now contributes approximately 50% of GDP, over 30% of state budget revenue, and employs around 82% of the workforce. It is a key driver of innovation, productivity, and national competitiveness. Since the resolution’s adoption, many private firms have proactively proposed and invested in infrastructure projects, including highways, airports, and seaports, using their own capital, not relying on state funds. This demonstrates strong confidence in the policy environment.

Countering misleading narratives

The “four-pillar” resolutions are clear evidence of the Party’s innovative application of Marxism-Leninism and Ho Chi Minh Thought in shaping Vietnam’s development trajectory in the new era. They reflect a deep understanding of domestic realities and global trends and are central to maintaining the country’s socialist orientation.

It is vital for all Party members, public servants, and citizens to remain vigilant, discerning, and proactive in identifying and countering distorted narratives. Doing so not only reinforces public trust in the Party and State but also safeguards Vietnam’s chosen path of socialist development, ensuring a strong, prosperous, and resilient nation in the years to come.
