Hanoi conference concretises Party resolutions on legal reform, private sector

VOV.VN - A national conference was held in Hanoi on May 18 to thoroughly disseminate and implement two Party resolutions on legal reform and private sector to meet the requirements of national development in the new era.

Resolution 66-NQ/TW, dated April 30, 2025 by the Politburo, is a strategic directive to comprehensively reform lawmaking and law enforcement, making it a “breakthrough of breakthroughs” in institutional improvement, providing a strong legal foundation for rapid and sustainable national development.

It aims to remove key institutional bottlenecks; and ensure a transparent, feasible, and consistent legal system by 2025, and build a democratic, fair, unified, and transparent legal system with strict and consistent enforcement mechanisms by 2030. It seeks to develop a high-quality, modern legal system aligned with international standards by 2045 to help Vietnam become a high-income developed country.

It outlines a number of strategic tasks and solutions, including ensuring the comprehensive, direct leadership of the Party over legal development and enforcement; enhancing power control and preventing corruption, waste, group interests, and policy manipulation; and promoting oversight and social feedback by the Vietnam Fatherland Front and broad public participation in lawmaking and enforcement.

The resolution suggests increasing investment in legal policy research, promoting digital transformation, and providing incentives for legal experts and strategists.

Meanwhile, Resolution No. 68-NQ/TW dated May 4, 2025 reaffirms the role of the private sector as one of the most important driving forces of the national economy.

Under the resolution, Vietnam aims to have 2 million enterprises operating in the economy (equivalent to 20 enterprises per 1,000 people); and have at least 20 large enterprises participating in global value chains by 2030. The average growth rate of the private sector is expected to reach 10–12% per year, higher than the national average growth rate. The private sector is anticipated to contribute about 55 - 58% of GDP, 35 -40% of total state budget revenue, and create jobs for 84 - 85% of the workforce.

By 2045, Vietnam will strive to have at least 3 million enterprises in the economy. The private sector will grow rapidly and sustainably, and proactively engage in global production and supply chains. It will possess high regional and international competitiveness and contribute over 60% of national GDP.

At the May 18 conference, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man are to further elaborate on action plans to translate the two resolutions into reality.

Party General Secretary To Lam is expected to deliver a speech at the conference that is held in a hybrid format.
