HCM City urged to turn Party resolutions into measurable actions
VOV.VN - Ho Chi Minh City must translate Party resolutions into concrete, measurable actions, particularly at the grassroots level, National Assembly Chairman Tran Thanh Man emphasised at a working session with the Standing Committee of the city’s Party Committee on April 1.
He stressed that the effectiveness of resolutions lies not in documents, but in their implementation through clear, actionable programmes with measurable outcomes.
At the working session reviewing the inspection and supervision work of the Ho Chi Minh City Party Committee, the top legislator commended the city’s Party leadership and relevant agencies for their serious and proactive coordination with the inspection and supervision delegation. Despite time constraints, the city provided comprehensive documentation and facilitated on-site inspections at multiple agencies and units.
The supervision focused on the implementation of Politburo directives related to studying and disseminating the resolution of the 14th National Party Congress, as well as election - related work. Results showed that Ho Chi Minh City conducted elections for the 16th National Assembly and local People’s Councils doe 2026-2031 tenure in a democratic, safe, and lawful manner, with a voter turnout of 99.06% and no major violations. The city successfully elected sufficient deputies to the National Assembly and local People’s Councils, ensuring the timely operation of the local government apparatus.
Acknowledging these positive outcomes, the National Assembly Chairman noted that the city has proactively and systematically implemented resolutions, organising large-scale training and diversified communication efforts, while integrating supervision into its term agenda. However, he underscored that the next phase requires a decisive shift from “learning and dissemination” to “concrete action.”
According to him, action programmes must go beyond general orientations and specify tasks in detail, identifying what needs to be done, how it will be carried out, who is responsible, the timeline, and expected outputs. These elements form the basis for effective monitoring, supervision, and evaluation, he stressed.
This approach aligns with the overarching direction set by Party General Secretary To Lam, emphasising that resolutions must be effectively implemented from the grassroots level. Accordingly, once city-level action programmes are finalised, local wards, communes, and agencies must further translate them into detailed, practical plans.
In the context of Ho Chi Minh City’s large scale and ongoing administrative restructuring, the Chairman praised the city’s efforts to innovate thinking and enhance competitiveness, particularly in key sectors such as international finance, transport infrastructure connectivity, innovation, high technology, and the marine economy.
To achieve higher growth targets, the city was urged to accelerate public investment disbursement, focusing on major infrastructure projects such as metro lines, ring roads, and international transshipment ports. At the same time, it should promptly address bottlenecks related to procedures, land clearance, compensation, and resettlement to unlock development resources.
The city was also tasked with ensuring essential conditions for growth, including stable supplies of electricity, fuel, and gas, effective price control, and improved infrastructure supporting production and business activities. Enhancing the investment environment, supporting enterprises, promoting the digital economy, and applying big data and artificial intelligence were identified as key growth drivers.
Another critical priority highlighted was improving the quality of public officials, especially at the grassroots level. As the frontline implementers of action programmes, they need to be trained and developed to be dynamic, innovative, and willing to take responsibility.
Concluding the working session, the National Assembly Chairman called on Ho Chi Minh City to continue reviewing and refining its action programmes, clearly distinguishing between term-based goals and long-term vision to support effective monitoring and evaluation. He also urged the city to proactively prepare for upcoming inspections and supervision as planned by the Politburo.
