HCM City urged to become a model of a smart, modern, and sustainable mega-city
VOV.VN - Addressing the 1st Congress of the Ho Chi Minh City Party Committee for 2025–2030 on October 14, General Secretary To Lam described the merger of Ho Chi Minh City with Binh Duong and Ba Ria–Vung Tau as a historic turning point, helping the city to emerge as a model megacity for Vietnam and the wider region.

With three of the country’s most dynamic southern economic zones now unified into a single metropolitan-industrial-port complex, the General Secretary noted that HCM City is uniquely positioned to pilot an integrated and connected development model economically, technologically, and in terms of infrastructure and governance.
He stressed that the Party Central Committee, National Assembly, Government, and the people across the country have high expectations for the new city, not only as a national growth engine but as a pioneering, internationally competitive mega-city that is smart, modern, green, and sustainable.
He urged HCM City City to lead in strategic breakthroughs, particularly in institutional reform, growth model innovation, and urban governance transformation. Redesigning the urban development space based on a multi-polar – integrated – connected vision and operating under a multi-centre governance model was described as essential and urgent.
“This is a new and complex issue that cannot afford delay. Every day of inaction means another opportunity lost,” he warned, stressing the need for spatial planning that unlocks new growth hubs and strengthens regional and global supply chain connectivity.
The General Secretary highlighted science, technology, and innovation as key drivers of growth. He called for effective digital and green transformation strategies to raise productivity, improve growth quality, and enhance resilience amid global uncertainty.
In addition, the Party chief said the city’s Party Committee must become a centre of intellect, unity, and innovation, with sufficient political leadership, governance capacity, and strategic foresight to lead development and integration.
Developing a high-quality leadership team, especially strategic-level and key personnel, was described as a "breakthrough of breakthroughs", underscoring the critical role of human resources in shaping the city’s future.
He also urged the city to continue building a two-tier government that is lean, smart, efficient, and effective, fully focused on serving the people. The goal is to build a transparent, enabling, and digitally driven administration, laying the foundation for a smart city.

One of the General Secretary’s most powerful messages was his call to put people at the centre of all policymaking, underscoring that “the true measure of leadership and governance lies in the happiness, satisfaction, and trust of the people.”
He called on the city to deeply implement socialist democracy, ensuring that citizens can know, participate, supervise, and benefit from policies. The municipal Party Committee and administration must mobilise the strength of great national unity, while igniting pride, patriotism, self-reliance, and creativity among the people of this heroic city.
The Party General Secretary envisioned HCM City as a livable, inclusive city where all residents have access to healthcare, education, a clean environment, and safety, and where no one is left behind. He also stressed the need to build a modern healthcare system and a sustainable population strategy.
Another highlight in the General Secretary’s address was his call to build the "Ho Chi Minh Cultural Space" as a symbol representing the city's values, spirit, and compassion. He described this not only as a cultural project, but as a foundational identity that reflects the city's role in promoting Vietnamese humanism in a globalised world.
The first Congress of the Ho Chi Minh City Party Committee for the 2025-2030 term was attended by 547 delegates representing 366,000 Party members in the city.
During the Congress, key organisational decisions were announced. The Politburo appointed 110 members to the Ho Chi Minh City Party Executive Committee for the 2025–2030 term and named 7 members to the Standing Committee. Tran Luu Quang was appointed Secretary of the Ho Chi Minh City Party Committee, continuing his leadership of the city’s Party organisation as it embarks on this ambitious new chapter.
