Gov’t submits provincial restructuring plan to National Assembly
VOV.VN - The Government on June 5 presented a proposal on the reorganisation of provincial-level administrative units to the National Assembly Standing Committee.

Authorised by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra presented the proposal, stating that the Government has thoroughly implemented Resolutions of the Party Central Committee and the National Assembly Standing Committee on the mergers of provincial-level administrative units and elimination of the district-level administrative units, as well as the reorganisation of the commune-level administrative units.
Based on the current situation and development orientations of all 63 cities and provinces, the Government has developed 23 merger plans involving 52 existing units to establish 23 new provincial-level administrative units.
Following the reorganisation, Tra said, the total number of the provincial-level administrative units will be reduced to 34, consisting of six centrally-governed cities and 28 provinces, meeting the area and population criteria defined in the National Assembly Standing Committee Resolution.
According to the Minister of Home Affairs, the Government has instructed localities to draft their own reorganisation proposals for each merger pair, solicit public feedback, and obtain approval from local People’s Councils at all levels. Public consultation results showed strong support, with an average approval rate of 96.19%. In addition, 100% of the People’s Councils at the provincial, district, and commune levels of the 52 affected provinces and cities voted in favor of the mergers.
Once the new provincial administrations become operational, the Government will assign the Ministry of Home Affairs to work alongside the Party Central Committee’s Organisation Commission, provincial/municipal Party Committees, and relevant agencies to determine staffing levels and assign civil servant quotas based on population size, land area, and local governance requirements.
Presenting the verification report, Hoang Thanh Tung, chairman of the National Assembly’s Committee for Legal and Judicial Affairs, affirmed that the proposed reorganisation plan is aligned with Party directives and legal guidelines. All 23 new provincial-level administrative units meet the necessary criteria in terms of natural area and population size.
The proposal also includes guiding principles for streamlining administrative structures, allocating personnel, and managing public office space and assets.
The Committee for Legal and Judicial Affairs generally agrees with the Government’s proposal, he said.
