National Assembly to consider provincial mergers at 9th session

VOV.VN - The Government has instructed provincial-level People’s Committees to submit proposals on administrative unit reorganisation before May 1, enabling the Ministry of Home Affairs to complete the Government’s master plan for submission to the National Assembly by May 30, with approval expected before June 20, 2025.

This direction was issued under Resolution No. 74/NQ-CP, outlining a plan to restructure administrative units and establish a two-tier local government model.

Specifically, by April 18, the Ministry of Home Affairs, in coordination with relevant ministries and agencies, will organise a national conference to guide central and local authorities, following the Politburo’s directives.

For commune-level reorganisation, provincial People’s Committees are required to submit their proposals by May 1, 2025. The Ministry of Home Affairs will review and compile a unified Government plan for submission to the National Assembly Standing Committee by May 30.

At the same time, provincial authorities must also prepare proposals on provincial-level administrative restructuring before May 1. The Ministry will finalise the Government’s proposal for submission to the NA by the same deadline.

“The proposal will be reviewed by the Committee on Legal and Judicial Affairs, and the National Assembly will consider and adopt it before June 20, 2025,” the plan states.

Under the 2013 Constitution, administrative units are divided into provincial, district, and commune levels, along with special administrative units established by the National Assembly. Any establishment, dissolution, merger, division, or adjustment of administrative boundaries must follow legal procedures and incorporate public consultation.

To implement the two-tier local government model, the National Assembly Standing Committee has submitted a request to National Assembly delegations and deputies, proposing amendments to several provisions of the 2013 Constitution and the adoption of 13 draft laws to support political system restructuring. These issues are scheduled for discussion at the 9th session, which is expected to open on May 5, 2025.

The Constitution also authorizes the Government to propose the establishment, dissolution, merger, division, or adjustment of boundaries for centrally-run provinces and cities, and to submit proposals for lower-level administrative units to the National Assembly Standing Committee.

Therefore, the Standing Committee has proposed including the merger of provincial-level administrative units in the National Assembly’s May agenda. Meanwhile, it will issue resolutions on the restructuring of lower-level administrative units under its authority.

According to the Ministry of Home Affairs, the reorganisation of commune-level units is expected to be completed by June 30, and provincial-level units by August 30, thus making it possible for the newly structured administrative units to become operational from July 1 and September 1, 2025, respectively.

Additionally, Resolution No. 74/NQ-CP sets out plans to complete a comprehensive review of the restructuring of administrative units at all levels before September 20, 2025.
