Provincial unit merger plan up for NA committee’s discussion

VOV.VN - The National Assembly (NA) Standing Committee will give opinions on a range of key issues during its 46th session, including a proposal on the reorganization of provincial-level administrative units in 2025.

The session will take place over six days, from June 3-6 and June 9-10, with a major focus on legislative work.

The Standing Committee will give opinions on revisions, explanations, and finalization of numerous draft laws scheduled for approval during the second sitting of the NA’s 9th session.

These include amendments to the Law on the Organization of People’s Courts; the Civil Procedure Code, the Law on Administrative Procedures, the Juvenile Justice Law, the Bankruptcy Law, and the Law on Mediation and Dialogue at Court; the Law on Standards and Technical Regulations; the Law on Product and Goods Quality; the Law on the Organization of Local Government; the Law on Cadres and Civil Servants; the Law on Chemicals; the Law on Atomic Energy; the Law on Advertising.

Also on the agenda are revisions to the following: the Law on Special Consumption Tax; the Law on Corporate Income Tax; the Law on the Election of NA and People’s Council Deputies; the Law on Employment; the Law on Personal Data Protection; the Law on the Organization of the People’s Procuracy; the Law on Management and Use of State Capital in Enterprises; the Law on Bidding; the Law on Public–Private Partnership Investment; the Law on Customs; the Law on Export and Import Duties; the Law on Investment; the Law on Public Investment; the Law on Management and Use of Public Assets; the Law on Teachers; and the Law on Economical and Efficient Use of Energy.

The committee will also examine revisions to the Law on Enterprises; the Law on the State Budget; the Law on the Digital Technology Industry; the Law on Science, Technology and Innovation; the Law on Vietnamese Nationality; the Law on Planning; the Law on Credit Institutions; the Penal Code; and the Criminal Procedure Code.

In addition, the Standing Committee will deliberate on four other major items, including a draft law amending various laws on national defence and security; the 2025 provincial administrative unit restructuring plan; a draft resolution on principles for restructuring commune-level administrative units in 2025; a draft resolution on revising or repealing special financial management and income mechanisms applicable to certain government agencies; and a draft resolution on pilot policies and mechanisms for developing the railway system.

The committee is also expected to approve six additional items, including an ordinance amending Article 10 of the 2003 Ordinance on Population, as amended in 2008.

Other documents to be adopted include a resolution on coordination between the NA Office and the Standing Members of the Ethnic Council and NA Committees regarding civil servant management and operational support; a resolution on personnel management for full-time NA deputies and implementation of their duties; a resolution amending Resolution No. 44/2024 on commendations for NA deputies and related agencies; a resolution replacing Resolution No. 283/2021 on the working regulations for the Ethnic Council and NA Committees; and a resolution guiding the organization of NA and People’s Council delegations at all levels for the 2021–2026 term following administrative unit restructuring.
