Central Party Agencies told to be the strategic advisory body of the Party
VOV.VN - The Central Party Agencies must be the “strategic advisory body” directly serving the Party Central Committee, the Politburo, and the Secretariat in policy formulation, as well as in implementation, oversight, and theoretical development, said Party General Secretary To Lam.

The Party leader made the statement at the first Congress of the Party Committee of Central Party Agencies for the 2025–2030 term in Hanoi on September 24, with the participation of 293 official delegates, representing over 8,700 Party members from 14 affiliated Party organisations.
The General Secretary stressed that the quality and effectiveness of these agencies directly affect the leadership capacity, governance ability, and combat strength of the entire Party. Every cadre and Party member working in these agencies must deeply understand the tremendous responsibility they shoulder.
“Each policy, resolution, or directive of the Party carries the imprint of the strategic advisory work of these agencies. Their roles go beyond advisory functions as they are also responsible for organising, monitoring, and evaluating execution, which are essential to the Party’s leadership,” said the Party chief.
He called on Party organisations and members within the central Party agencies to remain exemplary, steadfast, and pioneering in all aspects of their work. He stressed that this Party Committee must be a model of integrity, strength, and leadership—a benchmark for other Party organisations across the political system.
The leader highlighted the need to enhance cohesive coordination among departments and agencies, forming an integrated mechanism that links advisory – organization – inspection – internal affairs – policy –propaganda– mass mobilization – theory and communications, creating a “unified strategic general staff” that best supports the leadership and direction of the central Party leadership.
All advisory and policy proposals, the General Secretary emphasised, must be rooted in practical realities and the legitimate interests of the people, thereby reinforcing the vital connection between the Party and the people.
The General Secretary identified four major focus areas for the next term, including enhancing the quality of strategic advisory work; promoting theoretical research and practical review; innovating leadership methods; accelerating digital transformation, and pushing for administrative reforms within the Party.
He stressed the need to build a clean, strong, and exemplary Party organisation, ensuring internal unity and serving as a core pillar of the political system.
He urged efforts to reform the mechanisms for evaluating, selecting, and utilising cadres, especially for leadership, management, and strategic advisory roles within the Party and broader political system. At the same time, policies must be developed to attract talent and motivate long-term dedication to the Party and the nation.
The Party General Secretary expressed his belief that the Party Committee of the Central Party Agencies would continue to grow stronger, fulfill its political missions excellently, and affirm its role as the strategic command centre of the Party, contributing significantly to leading the country into a new era of rapid, sustainable, and prosperous development.
