PM pushes for legal overhaul to drive double-digit growth
VOV.VN - Prime Minister Pham Minh Chinh has urged ministries to intensify efforts to complete key draft laws, stressing that institutions must “go ahead and lead the way” in removing bottlenecks and unlocking new growth momentum.
Addressing the Government’s February 2026 thematic session on lawmaking in Hanoi on February 27, the Prime Minister noted that institutions are both a resource and a driver of development, and must proactively resolve practical obstacles. He reiterated that recent Party Congresses have identified institutional reform as one of the three strategic breakthroughs for achieving rapid and sustainable development.
The Government leader called on ministers and sector leaders to prioritise and focus on finalising draft laws and resolutions within their respective portfolios, while actively contributing opinions to legislation led by other ministries. He emphasised a spirit of determination and continuous improvement, underscoring the principle of not being hasty or perfectionist, but also not missing opportunities.
He urged delegates to provide concise, focused feedback, concentrate on contentious or unresolved issues, and ensure the highest possible quality of the draft laws before submission to the National Assembly. The Prime Minister stressed that the institutional framework established in recent years has laid a fundamental foundation and created fresh momentum for pursuing double-digit growth in the coming period.
According to the Government, since the start of the current term, 41 thematic lawmaking sessions have been held, with more than 215 draft laws, ordinances and resolutions reviewed. A total of 179 legal documents have been submitted to the National Assembly for adoption, more than double the number during the 14th National Assembly term. In 2025, major legal bottlenecks were largely addressed in line with Politburo Resolution 66, alongside strengthened decentralisation, resource allocation and oversight mechanisms.
At the session, the Government reviewed the revised Law on the Capital, the revised Law on Civil Status, the revised Law on Belief and Religion, amendments to the Law on Overseas Representative Missions of Vietnam, and a draft National Assembly resolution on special coordination mechanisms to enhance the prevention and settlement of international investment disputes.
The finalised drafts are expected to be submitted to the first session of the 16th National Assembly in Apil 2026.
