16th National Assembly to hold first session in Apr. 2026 following elections

VOV.VN - The 16th National Assembly of Vietnam, following parliamentary elections in March 2026, is expected to convene its first session in early April, with a strong focus on organisational matters, leadership appointments and major policy decisions for the 2026–2030 period.

The information was unveiled by Secretary General of the National Assembly Le Quang Manh at a meeting of the Standing Committee of the National Assembly on December 24, reviewing the outcomes of the recently-concluded session of the 15th legislature and giving initial opinions on preparations for the first session of the 16th National Assembly.

Manh said the preparatory session is tentatively scheduled for the afternoon of April 5, 2026. Following this session, National Assembly delegations will elect their heads and deputy heads in accordance with regulations.

The first session is expected to last around 22 working days and will officially open on the morning of April 6, 2026. It will be held in two phases.

The first phase, from April 6 to April 22, will primarily focus on organisational and personnel matters, which traditionally account for the first nine working days of a new legislature. During this phase, the National Assembly will also hear presentations and hold preliminary discussions on several draft laws, serving as a basis for further review and revision between the two phases.

The second phase, scheduled from May 11 to May 21, will concentrate on socio-economic issues, the state budget, oversight programs, and the passage of laws and resolutions.

According to Manh, the agenda of the first session is expected to cover three main groups of issues.

The first will focus on leadership and organisational matters, including an address by Party leadership, reports from the National Election Council on the results of the 2026–2031 elections, confirmation of deputies’ credentials, and key personnel decisions.

The second will cover legislative work. Under the 2026 legislative programme, the National Assembly is set to consider and pass 13 draft laws, though several major bills, such as revisions to the Law on Real Estate Business, the Law on Housing and the Environmental Protection Tax Law, may be postponed to later sessions to allow for further preparation.

The third centres on major socio-economic, financial and oversight issues, including decisions on key five-year plans for the 2026–2030 period covering development, public finance, debt management and medium-term public investment.

Deputies will also review supplementary assessments of socio-economic development and the state budget in 2025, the implementation of plans in the early months of 2026, approve the state budget final accounts for 2024, and consider reports on thrift practice, waste prevention, gender equality targets, and voter petitions. In addition, several oversight programmes and periodic reports will be submitted for consideration.
