Vietnam seeks Japan’s expertise in data governance, digital policy framework
VOV.VN - Vietnam has called on Japan to share its experience in information technology governance and the development of policy frameworks to support the country’s digital transformation, Prime Minister Pham Minh Chinh said on January 15.
During a meeting in Hanoi with Japanese Minister of Internal Affairs and Communications Yoshimasa Hayashi, the Prime Minister stressed that digital transformation, innovation and science and technology are top strategic priorities for Vietnam as it targets rapid and sustainable growth in the coming decades.
He said Vietnam is particularly interested in Japan’s experience in managing information systems, ensuring data security and safety, and building effective policy and regulatory frameworks for digital transformation. He noted that these areas are critical as Vietnam accelerates the development of digital infrastructure, national databases, artificial intelligence and big data.
The Prime Minister urged the Japanese side to deepen cooperation with Vietnamese ministries and agencies through technology transfer, capacity building and training of high-quality human resources, including government officials, experts and scientists. He also encouraged stronger cooperation in research and development (R&D) and local-level partnerships between the two countries.
Japan is one of Vietnam’s most important strategic partners, particularly in official development assistance (ODA), labour cooperation, investment, trade and tourism, the Prime Minister said, adding that bilateral ties have grown increasingly substantive and trust-based.
Stressing that Vietnam values and seeks to deepen cooperation with Japan across all areas, Prime Minister Chinh called on the Japanese side to further promote bilateral ties and strengthen political trust through enhanced exchanges at high and all levels. He also asked Hayashi to convey an invitation to Japanese Prime Minister Takaichi Sanae to visit Vietnam in 2026.
For his part, Hayashi welcomed Vietnam’s digital transformation efforts and praised the government’s strong leadership, especially in building national data systems. He expressed Japan’s readiness to expand cooperation with Vietnam in digital transformation, information technology and the development of artificial intelligence, while ensuring cybersecurity and data safety.
Both sides reaffirmed that Vietnam–Japan cooperation has no limits, with digital transformation and innovation set to become key pillars of the Comprehensive Strategic Partnership in the coming period.
