Vietnam attends BRICS security meeting in Russia

VOV.VN - General Luong Tam Quang, Minister of Public Security of Vietnam, attended the 24th meeting of the BRICS high-ranking officials responsible for security matters and national security advisors in St. Petersburg on September 11 at the invitation of General Sergey Shoigu, Secretary of the Russia Security Council.

Addressing the meeting, Gen. Quang emphasized that over the past decade, peace and cooperation has been the dominant trend globally and regionally, with multilateralism and globalization being key drivers. However, recent times has seen significant fluctuations and complexities in global and regional situations, with increasing instability.

In this context, he said international security faces growing challenges and risks, while non-traditional security threats directly impact all countries, requiring countries and organizations to strengthen solidarity, unify perspectives on security risks, promote dialogue, and expand cooperation.

Gen. Quang proposed that high-level security officials from BRICS member countries and the Southern Hemisphere prioritize strategic trust-building and enhance the security cooperation framework among countries, especially in emerging security areas.

He stressed the need to improve the effectiveness and efficiency of global governance mechanisms to effectively respond to security and stability challenges at regional and international levels. He called on the countries to share information, strengthen scientific and technological and human resource training cooperation, and mobilize joint financial resources to address global security threats and challenges.

Vietnam is ready to coordinate and work with BRICS countries and Southern Hemisphere countries to engage in substantive dialogue and cooperation to address risks and challenges, while maintaining an environment of peace, security, and stability for sustainable development, said Gen. Quang.

During his stay, Minister Luong Tam Quang also held talks with Russia Security Council Secretary Sergey Shoigu. Both sides exchanged views on global and regional situations and discussed new cooperation mechanisms and initiatives related to national security, focusing on security coordination, counter-terrorism, transnational crime, cybersecurity, and information security.

Gen. Quang proposed that the two sides increase high-level delegation exchanges to share information, build trust, and resolve difficulties to enhance cooperation across all fields. Additionally, they should continue to provide mutual support at multilateral and international security and political forums, including the ASEAN-Russia high-level security consultation mechanism.

On the sidelines of the meeting, Minister Quang had bilateral meetings with leaders of participating delegations from Cuba, Belarus, and India to discuss future cooperation.

BRICS is a group comprising emerging economies such as Brazil, Russia, India, China and South Africa.
