Vietnam and Laos share experience in legislative research

VOV.VN - Vice Chairman of the National Assembly of Vietnam Nguyen Khac Dinh and Vice Chairman of the National Assembly of Laos Chaleun Yiapaoher co-chaired a workshop in Vientiane on July 5 to share experience in legislative research.

In his opening speech, Dinh affirmed that the Party and State of Vietnam respects and gives the highest priority to preserving and promoting the great friendship, special solidarity, close bond, trust and comprehensive cooperation with Laos.

Since its establishment in 2008, he said the Vietnam Institute of Legislative Research of the National Assembly has carried out many cooperative activities with its Lao counterpart. It has provided consultations, training and expertise in the establishment of specialized management units, amendments to the Constitution and laws, formulation of international cooperation projects, and organization of seminars among others.

The Vietnamese side has also awarded the Lao institute research publications, and specialized research books on the 1992 Constitution amendments, and a number of laws.

Dinh proposed that the two countries’ institutes exchange and share practical experience in legislative research; and evaluate the position, role, and responsibilities of the institute in lawmaking; as well as coordination mechanisms between the research institute and other bodies of the National Assembly in law-making activities and legislative research.

He also asked delegates to discuss a mechanism aimed at promoting cooperation, visit exchanges, training, and experience sharing on legislative research between the two institutes, contributing to realizing the signed cooperation agreement between the National Assemblies of Vietnam and Laos.

At the workshop, PhD. Nguyen Van Hien, director of the Vietnam Institute of Legislative Research, introduced the legal basis for the organization and operation of the institute; experience in building a coordination mechanism between the institute and bodies of the National Assembly; and regulations on the responsibilities of the institute in the law-making process.

He also shared experience in building and attracting experts, and expanding cooperation with universities and research institutes at home and abroad.

The two sides examined a number of issues to promote cooperation, coordination, exchange of working groups, and sharing of experience in legislative research to support constitutional and legislative activities, supreme supervision and decision making on important issues of their countries.
