Vietnam and Japan strengthen parliamentary cooperation
VOV.VN - Vice Chairman of the National Assembly of Vietnam Tran Quang Phuong paid an official visit to Japan on September 29-30, aimed at enhancing the Vietnam–Japan Comprehensive Strategic Partnership, especially in parliamentary cooperation and locality-and-locality exchanges.

In Tokyo, the senior Vietnamese legislator held meetings with President of the House of Councillors Sekiguchi Masakazu and Speaker of the House of Representatives Nukaga Fukushiro. He also held talks with Vice President of the House of Councillors Fukuyama Tetsuro and Vice Speaker of the House of Representatives Genba Koichiro, and met with Obuchi Yuko, Chair of the Japan–Vietnam Parliamentary Friendship Alliance; Nikai Toshihiro, Honourary Advisor of the Alliance; and Yoichiro Aoyagi, Vice Chair of the Alliance.
During the meetings, Phuong expressed his delight at the robust and comprehensive development of bilateral relations, highlighting the key role of parliamentary cooperation in reinforcing political trust, promoting people-to-people exchanges, and expanding multifaceted cooperation. He emphasised the significance of the cooperation agreement signed between the Vietnamese National Assembly and Japan’s House of Councillors during National Assembly Chairman Tran Thanh Man’s official visit to Japan in December 2024.
He also acknowledged and appreciated Japan’s contributions to Vietnam’s socio-economic development through Official Development Assistance (ODA) and Foreign Direct Investment (FDI) over the past 30 years. He called on Japan to continue facilitating visa procedures, aiming toward visa exemption for Vietnamese citizens, and to boost practical cooperation between localities in areas such as investment, labour, tourism, trade, and cultural exchange.
On this occasion, Phuong congratulated Japan on hosting the EXPO 2025 Osaka, Kansai, and thanked the Japanese government for supporting Vietnam’s successful participation, including Vietnam’s National Day celebration at the expo in early September 2025.

For his part, President of the House of Councillors Sekiguchi expressed condolences for the losses caused by Typhoon Bualoi in Vietnam, and congratulated the country on its 80th National Day and the success of its National Day celebration at EXPO 2025. He affirmed Japan’s commitment to further enhancing cooperation with Vietnam across all sectors.
Speaker of the House of Representatives Nukaga also extended his congratulations and thanked Phuong for visiting Japanese localities, particularly for laying a wreath at the Hiroshima Peace Memorial on September 27.
At these meetings, Vice Chairman Phuong delivered official invitations from Chairman Tran Thanh Man to both house leaders of the Japanese Diet to visit Vietnam.
During talks with Vice Presidents Fukuyama and Genba, both sides agreed to concretise high-level commitments and promote practical cooperation. They also shared the view that locality-to-locality collaboration is an important channel for deepening bilateral relations.
At the House of Representatives headquarters, Vice Chairman Phuong met with Chairwoman Obuchi Yuko and the leadership of the Japan–Vietnam Parliamentary Friendship Alliance. Both sides acknowledged the strong development of the bilateral Comprehensive Strategic Partnership and expressed confidence in the great potential for further growth.
Earlier, Vice Chairman Phuong visited Fukuoka and Oita Prefectures, meeting with governors and local assembly leaders to promote practical cooperation at the local level.
