Vietnam and Indonesia hold Defence Policy Dialogue in Jakarta
VOV.VN - Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defence of Vietnam, and Lieutenant General Tri Budi Utomo, Secretary General of the Indonesian Ministry of Defence co-chaired the 4th Vietnam–Indonesia Defence Policy Dialogue in Jakarta on September 18.

Gen. Chien stressed that 2025 marks a milestone year in bilateral ties, as the two countries mark 70 years of their diplomatic relations and the elevation of their ties to a Comprehensive Strategic Partnership in March 2025, opening up new opportunities and areas of cooperation. Since the 3rd dialogue in October 2023, the two sides have effectively boosted cooperation and achieved notable results.
Gen. Chien congratulated Indonesia on successfully hosting major events in 2025, including the Komodo naval exercise and the 10th Indonesia Defence Expo.
Gen. Utomo highlighted defence cooperation as one of the pillars of the comprehensive partnership, affirming Indonesia’s appreciation of the 4th Defence Policy Dialogue, the 6th Joint Working Group on Military and Defence Cooperation, and the 4th Joint Working Group on Defence Industry Cooperation. He pledged Indonesia’s commitment to further strengthening bilateral defence cooperation in line with the vast potential of both countries.
The two sides agreed to strengthen trust-based, comprehensive, and practical cooperation, focusing on areas such as maintaining regular exchanges of delegations; maximising existing cooperation mechanisms including the Defence Policy Dialogue and consultations between armed services; enhancing training collaboration; and fostering practical cooperation between services and branches.
They also agreed to coordinate closely and support each other at multilateral mechanisms and forums, particularly the ASEAN Defence Ministers’ Meeting (ADMM) and the ADMM-Plus.
During the dialogue, the two delegations also exchanged views on regional and international issues of mutual concern, underscored ASEAN’s central role and mechanisms, and reaffirmed their commitment to contributing actively to ASEAN’s unity and centrality in the regional security architecture.
Both sides stressed the importance of ensuring freedom, security, and safety of navigation and overflight in the East Sea, called for full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC), and pressed for the early conclusion of an effective, substantive Code of Conduct (COC) in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
At the end of the dialogue, the two sides signed the minutes of the 4th Vietnam–Indonesia Defence Policy Dialogue.
On the same day, Senior Lieutenant General Hoang Xuan Chien paid a courtesy call on Indonesian Defence Minister Sjafrie Sjamsoeddin.
Gen. Chien underlined the close bond between Vietnam and Indonesia as neighbouring countries sharing maritime borders and common interests, expressing delight at the growing comprehensive, trustful, and substantive ties.
Sjamsoeddin welcomed Gen. Chien’s visit and co-chairmanship of the Dialogue, commended recent achievements in bilateral defence cooperation, and affirmed that the strong friendship between the two countries provides a solid foundation to advance cooperation in various fields, including defence.
The Minister agreed to push Vietnam–Indonesia defence cooperation in a more substantive direction, particularly in naval, air force, and coast guard cooperation, training programmes, and especially in maritime security, support for fishermen, and search-and-rescue operations at sea.
