Top leader To Lam pushes for stronger Vietnam – China parliamentary ties
VOV.VN - To Lam, Party General Secretary and President of Vietnam meets with Zhao Leji, Chairman of the Standing Committee of the National People’s Congress (NPC) of China in Beijing on April 15, agreeing to further strengthen parliamentary cooperation between the two countries.
The meeting took place at the Great Hall of the People in Beijing as part of the Vietnamese leaders’ state visit to China.
Both sides exchanged views on the situation in each country and expressed satisfaction with the positive development of relations between the National Assembly of Vietnam and the National People’s Congress of China, alongside the broader progress in bilateral ties.
General Secretary and President To Lam highlighted that his visit to China, his first in his new capacity, reflects Vietnam’s consistent policy of prioritising relations with China and aims to elevate strategic connectivity between the two Parties and countries in the new development era.
He congratulated China on its recent achievements, including outcomes of the fourth session of the 14th National People’s Congress, and expressed confidence in China’s upcoming 15th Five-Year Plan focused on high-quality development.
NPC Chairman Zhao welcomed the Vietnamese leader’s visit, noting it came shortly after Vietnam completed key leadership appointments and successfully held its Party Congress and National Assembly session.
He reaffirmed that China and Vietnam are socialist neighbours with a long-standing traditional friendship, shared political systems and similar development paths. He also said China firmly supports Vietnam in pursuing a development path suited to its national conditions.
General Secretary and President To Lam called for deeper cooperation between the National Assembly of Vietnam and the National People’s Congress of China, including more frequent exchanges of delegations, stronger cooperation between specialised committees, friendship groups, and youth and women parliamentary networks, as well as enhanced coordination at regional and global inter-parliamentary forums.
He also proposed that the two legislative bodies play a stronger role in lawmaking and oversight to support more substantive bilateral cooperation across diplomacy, defence, security, trade, investment and tourism.
He emphasised the need to further rebalance trade, deepen supply chain and production linkages, enhance infrastructure connectivity, particularly in railways, and promote energy security and science and technology cooperation as new growth drivers.
On maritime issues, the Vietnamese leader called for better management of differences in accordance with international law, contributing to regional peace and stability.
In response, the NPC Chairman said China is ready to expand practical cooperation with the National Assembly of Vietnam, strengthen legislative and governance exchanges, and promote mutual learning in lawmaking and oversight.
He also invited National Assembly Chairman Tran Thanh Man to visit China to co-chair the second meeting of the bilateral cooperation committee between the two legislatures.
The host highlighted China’s recent legal developments, including environmental protection legislation, laws on ethnic unity and progress, and the national development planning law.
Both sides agreed that enhanced parliamentary cooperation would contribute to strengthening political trust and advancing the building of a Vietnam–China community with a shared future of strategic significance.
