Prime Minister Pham Minh Chinh, along with leaders of several ministries and agencies, saw off the top Chinese leader and his entourage at Noi Bai International Airport.

During his visit, Xi held talks and had meetings with senior Vietnamese leaders, including Party General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man. He also paid tribute to President Ho Chi Minh, attended a Vietnam–China people’s friendship exchange, the launching ceremony of the Red Journey for the youth, and the inauguration of the Vietnam–China railway cooperation mechanism.

Both sides agreed to maintain regular high-level exchanges, upgrade strategic dialogue mechanisms, and strengthen practical cooperation across various fields. They decided to establish a bilateral railway cooperation committee to enhance railway collaboration, effectively organise activities for the Year of Vietnam–China Humanistic Exchange 2025, consolidate the social foundation, enhance multilateral coordination, and properly manage and resolve disagreements.

Xi emphasized that choosing Vietnam as the first destination of his first foreign trip of the year reflects the great importance the Chinese Party and State place on China–Vietnam relations and the deep bond between the two countries. He vowed to work closely with key Vietnamese leaders to explore directions and measures to strengthen the traditional friendship, define a shared vision for building a strategically significant China–Vietnam community with a shared future, and make joint contributions to the global community.

Xi reiterated that China remains committed to a friendly policy toward Vietnam, and that it always sees Vietnam as a priority in its neighbourhood diplomacy, and supports Vietnam’s prosperity and the happiness of its people.

To Lam, for his part, proposed that the two sides promote cooperation in digital transformation and science and technology as new highlights of bilateral relations, alongside strengthening collaboration in key technologies, boosting more balanced trade and higher-quality investment, and focusing on implementing major and iconic projects in Vietnam. He also called for support in helping Hanoi and other major cities tackle air pollution issues.

Ministries, departments, and localities of both countries signed 45 cooperation documents covering various sectors. Among them, seven key documents related to rail and road cooperation were signed between Vietnamese ministries and their Chinese counterparts.
