Government and NA leaders meet Chinese President Xi Jinping

VOV.VN - Prime Minister Pham Minh Chinh and National Assembly (NA) Chairman Tran Thanh Man held separate meetings with visiting General Secretary of the Communist Party of China (CPC) Central Committee and President of China Xi Jinping in Hanoi on April 14.

During the meeting, PM Chinh welcomed Xi’s state visit to Vietnam, calling it the most important high-level engagement in bilateral ties this year. He appreciated Xi’s four visits to Vietnam as the top leader of China, expressing confidence that this historic milestone would provide strategic direction and renewed momentum to elevate relations between the two Parties and countries.

He congratulated China on achieving its first centenary goal, commending the country's swift post-COVID recovery, its remarkable contributions to global economic growth, and breakthroughs in key technologies. The Vietnamese Government chief voiced belief that the Chinese Party, State, and people would successfully realise their second centenary goal.

Highlighting Vietnam’s recent socio-economic achievements, he reaffirmed the nation’s commitment to its “three strategic breakthroughs” and “strategic quartet” development approach, with a focus on science and technology, streamlined governance, private sector development, and an independent, self-reliant, and globally integrated economy.

Vietnam regards its relationship with China as an objective necessity, a strategic choice, and a top priority, PM Chinh said, while stressing Vietnam’s resolve to build a Vietnam–China community with a shared future of strategic significance.

To that end, he proposed enhancing political trust as a foundation for overall relations, maintaining regular exchanges between top leaders, and institutionalising contact mechanisms between the two PMs. He called for deepening national defence-security cooperation, mutual support at multilateral forums, and improving the quality and effectiveness of practical cooperation.

In particular, he suggested augmenting cooperation in railway development, including credit arrangements, technology transfer, and workforce training. He urged the early signing of an ODA loan agreement to start construction of the Lao Cai–Hanoi–Hai Phong railway in 2025, along with key routes such as Dong Dang–Hanoi and Mong Cai–Ha Long–Hai Phong.

PM Chinh also called for balanced and sustainable trade, encouraging China to expand market access for Vietnamese agricultural products and other goods. He underlined the need to ramp up cooperation in science and technology, innovation, and digital transformation, as well as to carry out large-scale, symbolic projects in Vietnam.

He advocated for stronger collaboration in culture, education, tourism, and aviation, while expanding exchanges and coordination in multilateral frameworks. He also proposed building a borderline of peace, friendship, cooperation, and development, and maintaining maritime stability. The cabinet leader underscored the importance of adhering to high-level common perceptions and resolving differences peacefully and respectfully, in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

For his part, President Xi said he was delighted to choose Vietnam as the first destination of his overseas visits in 2025, a decision that reflects the Chinese Party and Government’s high regard for China–Vietnam relations and the friendship between their peoples.

Impressed by Vietnam’s dynamic “Doi moi” (renewal) process, Xi congratulated the country on its socio-economic progress, particularly its strong and stable economic growth. He wished Vietnam success in hosting the 14th National Party Congress and continuing on its path to prosperity.

The top Chinese leader reaffirmed that the CPC and the Chinese Government prioritize friendship with Vietnam and firmly support the country's path to socialism suited to its national conditions. He expressed China’s readiness to work with Vietnam to build a community with a shared future based on six strategic orientations, contributing to global peace and development.

Xi highlighted the positive outcomes of his talks with General Secretary of the Communist Party of Vietnam To Lam, noting that over 40 cooperation agreements were signed across various fields, thus generating practical results.

He hailed PM Chinh’s efforts to enhance bilateral cooperation and welcomed his proposals, expressing support for deeper engagement through Party, government, and parliamentary channels, including the Steering Committee for Bilateral Cooperation and key ministries such as Foreign Affairs, Defence, and Public Security.

Xi called for stronger cooperation in science and technology, leveraging geographical proximity for economic cooperation, and boosting railway cooperation. He confirmed China’s willingness to expand imports of Vietnamese farm produce and to encourage Chinese firms to increase high-quality investment in Vietnam.

He also suggested jointly organising activities within the 2025 Year of China–Vietnam Humanistic Exchange, opening new tourism routes, and expanding cooperation in education and healthcare to deliver tangible benefits to both peoples. He urged the relevant ministries and sectors to implement cooperation projects, manage differences based on high-level common perceptions, and  beef up maritime cooperation to maintain regional peace and stability.

During his meeting with Xi, NA Chairman Tran Thanh Man affirmed that Vietnam and China are close neighbours with a time-honoured friendship nurtured by generations of leaders and citizens.

He said Xi’s fourth state visit to Vietnam as China’s top leader shows the importance attached to the countries’ comprehensive partnership and marks a new chapter in the “comrades and brothers” relationship.

The top legislator welcomed the great achievements and key common understandings reached during the high-level talks between General Secretary To Lam and Xi, especially their strategic consensus and comprehensive orientations for deepening the Comprehensive Strategic Cooperative Partnership and building a Vietnam–China community with a shared future.

He affirmed the Vietnamese NA’s readiness to work closely with the National People’s Congress (NPC) of China to translate these understandings into action. The legislative bodies, he noted, play an increasingly pivotal role in guiding socialism-building and socio-economic development in each country.

The Vietnamese legislature will continue promoting cooperation through mechanisms such as high-level delegation exchanges, specialised committees, parliamentary friendship groups, and multilateral parliamentary forums. These efforts aim to enhance governance, serve as a bridge between the peoples, and consolidate public support for bilateral ties.

In response, Xi welcomed the proposals and emphasised stronger exchanges through the Party, National Assembly/NPC, and mass organisations like the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference.

He supported deepening legislative cooperation, particularly on building a socialist rule-of-law state and fostering whole-process people’s democracy. He also advocated for thematic legal exchanges and collaboration on major cooperation projects, including the construction of three standard-gauge railway lines linking the two countries.

Xi stressed the importance of maintaining maritime peace and managing differences based on mutual respect and high-level consensus. He reiterated China’s support for closer ties between the NPC and the Vietnamese NA and invited Chairman Man to visit China to further deepen legislative cooperation.
