President Luong Cuong receives Governor of Kaluga Oblast in Hanoi
VOV.VN - President Luong Cuong on November 25 met with Vladislav Valerievich Shapsha, Governor of Kaluga Oblast (province), Russia, who is currently visiting Vietnam.
Welcoming the Governor, President Cuong affirmed that the Vietnamese Party, State, and people always remember the support and assistance extended by the former Soviet Union and the present-day Russian Federation to Vietnam during its struggle for national liberation and post-war reconstruction, as well as in the current process of national construction and development.
In the context of rapidly changing and complex global developments, Vietnam consistently values and seeks to strengthen its long-standing, friendly, and strategic partnership with Russia, a relationship that has stood the test of time over the past decades, the President told his guest.
He expressed confidence that Governor Shapsha’s visit would contribute to the implementation of high-level agreements between the two countries, further boosting cooperation between Vietnam and Russia in general, and between Kaluga and Vietnamese localities in particular, in a more robust and effective manner.
President Cuong praised the leadership of Kaluga for their efforts in connecting businesses, attracting investment, promoting trade, cultural exchange, tourism, science and technology cooperation, as well as education and high-tech agriculture with Vietnam and its localities. He hoped that both sides would effectively tap into their cooperative potential, utilising each other's strengths to benefit the two countries.
Both sides agreed that cooperation between localities is crucial, contributing to deeper understanding and stronger relations. They also stressed the need to replicate successful cooperation models across other regions.
President Cuong proposed that Kaluga would work closely with Vietnamese provinces to explore further measures to promote cooperation in areas of mutual interest, in the interest of the people of the two countries, contributing to peace, cooperation, and development in the region and the wider world.
Governor Shapsha reaffirmed Kaluga’s commitment to expanding cooperation with Vietnam across all sectors to strengthen bilateral relations.
He shared information about Kaluga's potential and the outcomes of its cooperation with Vietnamese localities and businesses. He affirmed that Kaluga is ready to create favourable conditions for Vietnamese enterprises to invest in the region and for Vietnamese citizens to receive training at Kaluga's renowned educational and research institutions.
Governor Shapsha particularly praised the investment and production activities of Vietnamese enterprises in Kaluga, especially in the field of high-tech agriculture, including dairy farming, milk processing, and dairy products. He considered these activities as essential for ensuring Russia's food security and as a bridge connecting the peoples of both countries.
The Governor also expressed his sympathy for the losses suffered by people in central Vietnam due to recent floods, conveying his heartfelt condolences to the flood-affected communities and wishing for a swift recovery.
