Party chief highlights role of parliamentary ties in forging Vietnam-Russia ties
VOV.VN - Party General Secretary To Lam has underscored the importance of parliamentary cooperation as a key channel to strengthen political trust and advance the comprehensive strategic partnership between Vietnam and Russia.

General Secretary To Lam on September 29 hosted a reception in Hanoi for Chairman of the Russian State Duma Vyacheslav Volodin, who is on an official visit to Vietnam and co-chaired the fourth session of the Inter-parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma.
At the reception for Volodin and his delegation, the Vietnamese Party leader said the visit would help bolster political trust and lay a stronger foundation for the sustainable growth of Vietnam-Russia relations in a new period of cooperation.
He conveyed thanks to President Vladimir Putin, Chairman Volodin, leaders of Russian political parties, and the Russian people for their warm sentiments toward Vietnam and himself. To Lam asked Volodin to extend his cordial greetings to President Putin, the Russian State leadership, the National Assembly, Government, and political parties.
Recalling his official visit to Russia in May 2025 and candid, open exchanges with President Putin and other top Russian leaders, To Lam stressed that Volodin’s current trip demonstrates the determination to further boost the traditional friendship and comprehensive strategic partnership between the two countries.
The Party General Secretary said Vietnam is pleased with Russia’s achievements in recent years and, as a sincere friend, wishes the country stability, prosperity, and improved living standards for its people. He also expressed hope that Russia will continue playing an important role in global and Asia-Pacific security and development, and contribute to building a transparent, inclusive regional architecture based on international law.

To Lam called for Russia’s support for Vietnam and ASEAN’s stance on safeguarding peace and stability in the East Sea, in line with international law, the UN Charter, and the 1982 United Nations Convention on the Law of the Sea (UNCLOS). He reaffirmed Vietnam’s consistent policy of strengthening traditional friendship and comprehensive strategic partnership with Russia, commensurate with the trust and historical ties between the two nations.
He underscored that amid rapid global and regional changes, Vietnam is determined to mobilize all resources for national development and prosperity, and looks forward to pursuing this path alongside its trusted partners and friends. He also highlighted the importance of parliamentary cooperation, noting that the mechanism has proven effective in overseeing bilateral projects and removing legal obstacles to further practical cooperation.
The Vietnamese Party chief proposed closer coordination between the Russian State Duma and Vietnam’s National Assembly, and appreciated the swift ratification of bilateral agreements by the Russian side.

For his part, Chairman Volodin said he was glad to meet Party General Secretary To Lam again following the latter’s May 2025 visit to Russia. He praised the Party chief’s role in enhancing bilateral ties and conveyed greetings from President Putin, Communist Party leader Gennady Zyuganov, and other Russian political leaders. He also expressed hope that To Lam would visit the State Duma during his next trip to Russia.
Volodin stressed that President Putin and Russian leaders attached great importance to his Vietnam visit, viewing it as a key step to follow up on To Lam’s May 2025 trip. He affirmed that Russia highly values the leadership of the Communist Party of Vietnam (CPV) in the nation’s development and defence.
According to Volodin, his delegation included representatives of all political parties in the State Duma, each with different political platforms and views but united in supporting comprehensive cooperation with Vietnam. He reaffirmed that Russia regards Vietnam as a reliable and loyal partner and is committed to contributing to stronger bilateral ties.

The Duma Chairman briefed the Vietnamese Party leader on outcomes of the inter-parliamentary cooperation committee’s fourth session, while sharing Russian assessments of prospects for bilateral ties. He pledged to help create a more favorable legal framework for cooperation in trade, investment, energy, nuclear power, science and technology, and education and training.
Both sides noted positive progress in recent years in trade, energy, defence and security, tourism, and people-to-people exchanges. Bilateral trade has grown by more than 20% annually, while Russian tourist arrivals to Vietnam have doubled year-on-year.
To Lam and Volodin affirmed the strong tradition of cooperation in education, science, technology, engineering, and health care, and agreed to elevate co-operation in these sectors with joint projects that tap the full potential and development needs of both countries.
