Party chief To Lam begins state visit to Cambodia

VOV.VN - A high-ranking Vietnamese delegation led by Party General Secretary To Lam departed Vientiane, the capital of Laos, for Phnom Penh, beginning a one-day state visit to Cambodia.

During his trip to Cambodia, Party General Secretary To Lam will co-chair the meeting between the Politburo of the Communist Party of Vietnam and the Standing Committee of the Central Committee of the Cambodian People’s Party, as well as the meeting of the leaders of the three ruling parties of Vietnam, Cambodia and Laos, at the invitation of King Norodom Sihamoni and President of the Cambodian People’s Party Hun Sen.

Vietnam and Cambodia established diplomatic relations on June 24, 1967. Vietnam is currently Cambodia’s third-largest trading partner, after China and the United States, and the largest within ASEAN. Bilateral trade reached US$11.33 billion in 2025, up more than 11.7% compared to 2024.

The Cambodia trip follows the successful completion of the Party leader’s state visit to Laos.

Together with the state visit to Laos, the state visit to Cambodia marks Party General Secretary To Lam’s first overseas trip following the success of the 14th National Congress of the Communist Party of Vietnam. It is expected to provide an opportunity for the two countries’ top leaders to enhance exchanges, further consolidate political trust, and promote the effective implementation of existing agreements, thereby deepening the traditional friendship between the two Parties and the two States and creating momentum to elevate Vietnam–Cambodia relations to a new height. The visit is also expected to contribute positively to maintaining peace, stability, cooperation and development in the region.

Earlier, Party General Secretary To Lam and the high-ranking Vietnamese delegation were seen off at Wattay International Airport by Party General Secretary and President of Laos Thongloun Sisoulith and other senior Lao leaders.

During his state visit to Laos, Party General Secretary To Lam held talks with Party General Secretary and President Thongloun Sisoulith; paid courtesy calls on Prime Minister Sonexay Siphandone and National Assembly Chairman Saysomphone Phomvihane. He also met with President of the Lao Front for National Construction Kikeo Khaykhamphithoune, witnessed the exchange of cooperation documents; and visited the Vietnamese Embassy where he met with the Vietnamese community in Laos.

He laid a wreath at the Monument of Unknown Soldiers; attended a wrist-tying ceremony; and a state banquet hosted by the Lao Party General Secretary and President.

On this occasion, Prime Minister Pham Minh Chinh met with Lao Prime Minister Sonexay Siphandone, while National Assembly Chairman Tran Thanh Man met with Lao National Assembly Chairman Saysomphone Phomvihane. Leaders of several ministries and agencies of the two countries also held meetings to exchange information and promote cooperation.

At the meetings, the two sides expressed their delight at the positive, substantive and effective development of Vietnam–Laos cooperation in recent years, noting that these achievements have contributed not only to each country’s development but also to peace, stability and growth in the region.

The two sides agreed to continue renewing cooperation modalities and improving quality and effectiveness in a more substantive manner, closely linking strategic vision with concrete actions, and further strengthening strategic coordination between the two Parties and the two States.

They also agreed to step up information sharing and experience exchange in implementing each Party’s congress resolutions, strengthen economic connectivity, focus resources on strategic projects, and work towards raising bilateral trade to US$10 billion in the coming time. Education–training and human resource development, particularly high-quality human resources, will remain a long-term strategic pillar of cooperation.

In addition, the two sides agreed to promote cultural and people-to-people exchanges, especially among the younger generations, and enhance cooperation in information and communications to further disseminate the special solidarity between Vietnam and Laos.

Within the framework of the visit, Party General Secretary To Lam and Party General Secretary and President Thongloun Sisoulith witnessed the signing of important cooperation documents between ministries, sectors, localities and relevant agencies of the two countries in the fields of education, justice and local-level cooperation, creating new legal foundations and momentum for strategic linkage in bilateral relations.
