Parliamentary channel seen as key to advancing Vietnam–Russia strategic ties
VOV.VN - Parliamentary cooperation is increasingly seen as a key driver in advancing the comprehensive strategic partnership between Vietnam and Russia, particularly in strengthening the legal and institutional foundation for long-term bilateral collaboration.
The emphasis was highlighted during a meeting between Vietnamese National Assembly Chairman Tran Thanh Man and Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko in Istanbul, Türkiye, on April 17 on the sidelines of the 152nd Assembly of the Inter-Parliamentary Union (IPU-152).
Man affirmed that Russia remains a trusted partner and a top priority in Vietnam’s foreign policy, underscoring the importance of further deepening the comprehensive strategic partnership.
He stressed that parliamentary cooperation plays an increasingly important role in consolidating political trust and providing a solid legal foundation for expanding bilateral ties across sectors.
Matviyenko, for her part, described Vietnam as Russia’s most reliable partner in Southeast Asia and welcomed the positive momentum in bilateral relations, affirming that the Russian parliament would continue to actively contribute to strengthening cooperation between the two countries.
Both sides agreed to enhance exchanges of high-level delegations and strengthen coordination between their legislative bodies, including preparations for upcoming mutual visits and the co-chairing of the fifth session of the Vietnam – Russia Inter-Parliamentary Cooperation Committee in 2026.
Man noted that the Vietnamese National Assembly would continue to advance legislative and oversight efforts to help build a favourable legal framework and ensure the effective implementation of strategic agreements between the two countries.
In addition, legislators from the two sides are expected to play a more active role in fostering cooperation in areas such as tourism, people-to-people exchanges, and sub-national partnerships.
Alongside institutional collaboration, both sides highlighted the need to expand cooperation in key sectors, particularly energy, including oil and gas and nuclear power.
Matviyenko also underlined the importance of strengthening cooperation in education, culture, and tourism, as well as promoting exchanges between localities to enhance mutual understanding and long-term connectivity.
She noted that many Russian regions are ready to establish or expand partnerships with Vietnamese counterparts, with ongoing efforts to update existing agreements in line with Vietnam’s administrative adjustments
The two sides expressed satisfaction with the continued development of the traditional friendship and comprehensive strategic partnership, underpinned by high political trust and regular high-level exchanges.
They pledged to strengthen coordination at both bilateral and multilateral parliamentary forums, while promoting dialogue mechanisms between the two legislatures and governments.
Man reiterated Vietnam’s readiness to welcome an official visit by the Speaker of the Federation Council, describing it as an important step in further advancing parliamentary cooperation.
Matviyenko expressed her expectation that such exchanges would help deepen bilateral ties in a more substantive, effective, and sustainable manner.
