“Multilateral diplomacy has accompanied every period of Vietnam’s development, from the struggle for independence to nation-building and national defence,” it wrote. During 1945–1975, diplomatic victories such as the Geneva Accords (1954) and the Paris Agreement (1973) not only affirmed Vietnam’s fundamental national rights but also garnered broad international support, thereby contributing to the country's historic reunification.
