15th National Assembly convenes 9th session in Hanoi
VOV.VN - The 9th session of the 15th National Assembly opened on the morning of May 5 in Hanoi with a preparatory meeting to discuss and approve the session’s agenda.
Before the opening of the 9th session of the 15th legislature, Party and State leaders and NA deputies laid wreaths in tribute to President Ho Chi Minh at his mausoleum.
In his opening address, National Assembly Chairman Tran Thanh Man delivered remarks to the legislature.
Afterward, the Prime Minister presented a supplementary report evaluating the implementation of the 2024 socio-economic development plan and state budget, along with developments in the early months of 2025.
The report outlines key matters such as adjustments to the 2025 budget to allocate at least 3% toward science, technology, innovation, and digital transformation with a plan to raise this to 2% of GDP over the next five years.
It also covers the implementation of emerging tasks in 2025 linked to institutional streamlining and tuition exemption; estimates of state budget revenue and local spending; additional allocations from the central to local budgets; and revenue-sharing mechanisms between central and local governments after provincial mergers.
These topics will be examined in a verification report to be presented by the Chairman of the NA Committee for Economic and Financial Affairs.
The President of the Vietnam Fatherland Front Central Committee delivered a report compiling public opinions and petitions submitted to the 9th session.
Duong Thanh Binh, member of the NA Standing Committee and head of the NA Standing Committee's Ombudsman Commission reported on the oversight of responses to feedback from the 8th session.
Also at the opening session, NA Vice Chairman Nguyen Khac Dinh submitted proposals for the National Assembly to consider amendments to several articles of the 2013 Constitution and the formation of a drafting committee for those revisions.
These constitutional amendment proposals and the establishment of the drafting body will be discussed in group sessions later this morning before being brought to plenary debate in the afternoon.
A representative of the NA Standing Committee will provide clarification on issues raised by NA deputies. Lawmakers will then vote on a resolution concerning the proposed constitutional amendments and the formation of the drafting committee.
At the afternoon session, they will also hear the submission and review of two draft laws, including the Law on Economical and Efficient Use of Energy and the revised Law on Atomic Energy.
This session is expected to conclude on the afternoon of June 30.
