President Luong Cuong’s Africa tour in the spotlight

President Luong Cuong and his spouse, along with the high-ranking Vietnamese delegation, arrive in Cairo on August 3 (local time), beginning a State visit to Egypt at the invitation of President Abdel Fattah Al Sisi and his spouse.

Meeting with Vietnamese ambassadors to African countries on August 3. the President urges the ambassadors to actively coordinate with relevant agencies to closely monitor regional developments in the context of a complex global situation, while strengthening relations and expanding cooperation between Vietnam and Africa and the Middle East.

President Luong Cuong on August 4 visits the headquarters of the Arab League in Cairo where he delivers a policy speech on the friendly and cooperative relations between Vietnam and the Arab countries. This is the first time a senior leader of the Communist Party and State of Vietnam has addressed the Arab League.

Also on August 4, President Luong Cuong meets with Arab League Secretary-General Ahmed Aboul Gheit who stresses that the Arab League and its member states value comprehensive cooperation with Vietnam. For his part, the President proposes that both sides actively implement signed cooperation programmes, and affirms Vietnam’s readiness to serve as a bridge to link the Arab League with the ASEAN region.

President Luong Cuong visits the Grand Egyptian Museum – one of Egypt’s most monumental cultural projects of the 21st century. On this occasion, the President presents the museum with a replica of the Ngoc Lu bronze drum, an important cultural symbol of Vietnam.

President Luong Cuong and his spouse meet with staff of the Vietnamese Embassy, other Vietnamese agencies, and representatives of the Vietnamese community in Egypt. He urges the Vietnamese Embassy to continue paying attention to and improving its work with overseas Vietnamese, helping them integrate well into the host society, stay united, develop, and grow stronger.

President Abdel Fattah Al Sisi on August 5 hosts an official welcoming ceremony for President Luong Cuong, his spouse, and the high-ranking Vietnamese delegation on their State visit to Egypt. Afterwards, the two Presidents hold talks on measures to enhance cooperation between the two countries.

During the talks, the leaders affirm their determination to create breakthroughs in bilateral cooperation in all fields, and agree to elevate Vietnam–Egypt relations to a comprehensive partnership. They then witness the signing of several important cooperation documents and hold a press briefing on the results of their talks.

President Luong Cuong meets with Egyptian Prime Minister Mostafa Madbouly. The two sides agree to boost economic cooperation and facilitate business investment and operations in areas of strength such as logistics, energy infrastructure construction, industrial production, and textiles. Prime Minister Mostafa Madbouly also proposes establishing a Vietnam–Arab Business Council to serve as a bridge linking Vietnam with markets in the Middle East–Africa and Arab countries.

President Luong Cuong and his spouse, together with the delegation, visit the Gamal Abdel Nasser Museum. The President expresses his admiration for the late President Gamal Abdel Nasser’s great contributions to Egypt’s history, as well as the special affection he extended to President Ho Chi Minh and the Vietnamese people.

On August 6, President Luong Cuong meets with Egyptian House of Representatives Speaker Hanafy El Gebaly. The President calls on the House to support the implementation of major orientations to promote more effective, substantive, and comprehensive bilateral relations, including the early signing of cooperation agreements to create a complete legal framework for cooperation. The Speaker also proposes enhancing exchanges of delegations at all levels and expressed a wish to welcome more Vietnamese tourists and students to Egypt.

Also on August 6, President Luong Cuong meets with Egyptian Senate Speaker Abdel-Wahab Abdel-Razeq. Both leaders agree to further enhance the role of parliamentary diplomacy and strengthen cooperation between the two legislatures to advance Vietnam–Egypt relations.

President Luoing Cuong and his spouse, along with the high-ranking Vietnamese delegation, arrive in Luanda, beginning a State visit to Angola from August 6 to 8 at the invitation of President Joao Manuel Goncalves Lourenco and his spouse. The visit takes place at a time when the two countriews celebrate the 50th anniversary of diplomatic relations between the two countries (November 12, 1975 – November 12, 2025).

On August 7, President Luong Cuong and his spouse, together with the delegation, lays flowers in tribute to President Ho Chi Minh at the Vietnamese Embassy in Angola, at the Memorial Plaque on Ho Chi Minh Avenue, and at the Tomb of the Unknown Soldiers in Luanda.

On August 7, President Joao Manuel Goncalves Lourenco and his spouse host a welcoming ceremony for President Luong Cuong, his spouse, and the high-ranking Vietnamese delegation. Afterwards, the two leaders hold talks.

During the talks, President Lourenco asks Vietnam to support Angola in developing agriculture to help ensure food security and proposes stronger cooperation in various fields, particularly in boosting bilateral trade. President Luong Cuong proposes that Angola create favourable conditions and offer incentives for Vietnamese enterprises to quickly implement projects and investment plans in oil and gas, energy, mineral extraction and processing, and the metallurgical industry.

After the talks, President Luong Cuong and President Lourenco issue the Vietnam–Angola Joint Statement, co-chaired a press briefing, and witnessed the signing of cooperation documents in the fields of justice, defence–security, media, agriculture, oil and gas, and trade.

President Luong Cuong delivers an important policy speech at a special plenary session of the National Assembly of Angola. Afterwards, he meets with National Assembly Speaker Carolina Cerqueira.

At the meeting, the two leaders agree to continue enhancing political trust, exchange high-level delegations through various channels, including parliamentary channels, create favourable legal conditions to support bilateral cooperation, promote the implementation of signed agreements, and accelerate negotiations on several important foundational documents in investment, trade, oil and gas, energy, mining, agriculture, and banking.

On the evening of August 7, President Luong Cuong attends a ceremony marking the 50th anniversary of diplomatic ties between Vietnam and Angola, hosted by the Vietnamese Embassy in Angola. That same evening, he and his spouse, together with the delegation, meet with staff of the Vietnamese Embassy and members of the Vietnamese community in Angola.

On August 8, President Luong Cuong visits the headquarters of Angola’s ruling People’s Movement for the Liberation of Angola (MPLA) Party and hold talks with Vice President Mara Quiosa and other MPLA leaders. The two sides agree to increase contact and delegation exchanges at all levels, share experiences in leadership and national governance, build strong parties, and enhance understanding and exchanges between the peoples of both countries.

Also on August 8, President Luong Cuong and his spouse, along with the delegation, visit the Angola Armed Forces History Museum located within the São Miguel Fortress in Luanda. The President writes in the visitors’ book expressing his honour at visiting the museum, which preserves memories of the indomitable and resilient struggle of the Angolan army and people.
