Vietnam breaks ground on key expressway connecting northern localities

VOV.VN - A groundbreaking ceremony was held on May 12 in the Red River Delta province of Thai Binh for the Ninh Binh – Hai Phong expressway project running through Nam Dinh and Thai Binh provinces under the public-private partnership (PPP) model, as well as the Hung Phu Industrial Park project.

The expressway, part of Vietnam’s expressway system, is 117 km long, running through four localities in the Northern coastal region, namely Ninh Binh, Thai Binh, Nam Dinh and Hai Phong.

This is a vital strategic transport corridor connecting the southern Red River Delta and North-central provinces with Lach Huyen International Port in Hai Phong, as well as other provinces in the Northern Delta coastal region. It also connects to Cat Bi and Van Don international airports, seaports, and the Mong Cai international border gate.

The route will enhance regional and inter-provincial connectivity and open new development space for the southern Red River Delta and North Central Vietnam, especially Ninh Binh, Nam Dinh, and Thai Binh.

The project is scheduled to be implemented from 2023, substantially completed by 2027, and operational in 2028. It is the first expressway project assigned by the Government to Thai Binh province, with Geleximco and its consortium as the investors.

Also on May 12, Thai Binh also began construction on the Hung Phu Industrial Park, invested by Geleximco. The project covers over 200 hectares, with a total investment of nearly VND2,000 billion, and is located in the Thai Binh Economic Zone.

Hung Phu Industrial Park is strategically positioned near the Hanoi - Hai Phong - Quang Ninh economic triangle and connects with major regional cities and provinces via the Ninh Binh – Hai Phong expressway and the coastal road from Quang Ninh to Thanh Hoa. It is currently the fastest site-cleared industrial park in Thai Binh.

Once completed, the IP will significantly contribute to developing industrial infrastructure, attracting investors, increasing state revenue, creating thousands of jobs, improving livelihoods, and boosting local socio-economic development.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh shared that he has worked with leaders of Hai Phong, Thai Binh, Nam Dinh, and Ninh Binh, identifying transportation connectivity as a bottleneck. He emphasised that building an expressway linking the four localities and connecting to border gates, airports, seaports, and the three northern growth poles of Hanoi, Quang Ninh and Hai Phong and international gateways, would create a development breakthrough.

The Prime Minister stressed that the Ninh Binh – Hai Phong expressway project supports the Party’s guidelines on infrastructure development as one of the three strategic breakthroughs. It will strengthen regional and interprovincial linkages, unlock new growth space, promote industrial park development, attract investment, optimise land use, reduce travel time and logistics costs, shift the economic structure toward industry and services, alongside ensuring national defence and security, and promoting the PPP model in infrastructure development.

Regarding Hung Phu Industrial Park, the PM praised the initiative and called for better implementation of the public-private cooperation model of “public leadership – private management.” He urged the adoption of smart governance and the attraction of high-tech, modern, green, digital, and sustainable projects.

Drawing from national experience in expressway construction, the PM requested that the expressway project be expedited, aiming to complete it at least 6 months ahead of schedule (by 2026) so that local people and the Red River Delta region can enjoy its benefits sooner.
