US releases preliminary anti-dumping review results on Vietnamese shrimp
VOV.VN - The US Department of Commerce (DOC) has released its preliminary findings in the 20th administrative review (POR20) of the anti-dumping duty order on frozen warmwater shrimp imported from Vietnam, covering the period from February 1, 2024, to January 31, 2025.
According to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, 29 Vietnamese companies applied for separate duty rates in this review and were approved by the DOC. Of those, two companies were selected as mandatory respondents for detailed examination.
The preliminary findings showed anti-dumping duties of 6.76% and 10.76% for the two mandatory respondents. One company was found to have failed to provide sufficient information related to certain input chemicals, leading the DOC to apply adverse facts available to part of the company’s input costs in calculating the dumping margin.
The remaining 27 companies were assigned a separate rate of 7.56%, equivalent to the weighted-average margin of the two mandatory respondents.
The DOC also plans to rescind the review for eight companies after determining that they had no shipments subject to review during the review period. Meanwhile, 132 companies that did not qualify for separate rates will continue to face the nationwide duty rate of 25.76%.
Under US regulations, interested parties may submit comments to the DOC within 21 days from the publication date of the notice in the Federal Register, with rebuttal comments due within the following five days. Companies may also request a hearing within 30 days of the notice’s publication.
The DOC is expected to issue its final findings around November 2026, within 120 days after announcing the preliminary findings.
To reduce risks and work toward a more favorable outcome in the final stage, the Trade Remedies Authority advised the Vietnam Association of Seafood Exporters and Producers (VASEP) and relevant companies to continue fully cooperating with the DOC throughout the review process to avoid being deemed uncooperative and subjected to adverse duty rates.
Shrimp is currently one of Vietnam’s key exports to the US market. VASEP data showed shrimp exports to the US hit close to US$800 million in 2025, up 5.4% from a year earlier and accounting for 17.2% of Vietnam’s total shrimp export value. However, exports to the highly lucrative market fell nearly 30% year-on-year to about US$95 million in the first quarter of 2026.
