Tay Ninh enhances cooperation with Japanese partners in green hydrogen development

The southern province of Tay Ninh is seeking to attract greater Japanese investment into green hydrogen and renewable-energy technology, as provincial leaders met with a delegation from Japan’s New Energy and Industrial Technology Development Organisation (NEDO) and Obayashi Corporation on November 26.

The delegation, led by NEDO Deputy Director General Morita Takeo, followed up on a Memorandum of Understanding (MoU) signed between Obayashi and Tay Ninh during the province’s investment promotion event in Tokyo earlier this month. During that trip, provincial officials toured several hydrogen-technology facilities in Japan as part of efforts to identify new growth engines in clean energy.

NEDO and Obayashi proposed moving ahead with a project to produce green hydrogen from renewable energy under the Joint Crediting Mechanism (JCM). The initiative will apply high-tech solutions to improve energy efficiency, support technology transfer and facilitate collaboration between businesses, research institutes and universities in sustainable-energy development.

Vice Chairman of the provincial People’s Committee Huynh Van Son welcomed the proposal, stressing that Japanese investors have become an integral part of Tay Ninh’s industrial ecosystem. Japan is currently the province’s fourth-largest investor, with 176 projects worth more than US$1.26 billion. Strong Japanese brands such as Sapporo, Vina Ecoboard and AEON Mall have helped reinforce the province’s manufacturing and retail landscape.

Tay Ninh has identified clean energy and high-tech industry as its strategic pillars through 2030. The province operates Vietnam’s largest solar-power system about 1,500MW installed capacity but also faces challenges related to energy storage and utilisation of excess electricity. Green hydrogen production is viewed as a potential solution to these constraints, while opening new investment opportunities in the energy-transition sector.

The provincial leader affirmed support for accelerating feasibility studies and pledged favourable conditions for investors, including streamlined administrative procedures, data access and on-site surveys. Relevant departments have been assigned to prepare project documentation and recommend investment-support measures.

Son expressed confidence that with NEDO’s role as Japan’s top technology-development agency, the partnership could help Tay Ninh build a high-quality technical workforce and pilot a model green hydrogen facility, contributing to both local and national clean-energy goals.
