Rules of origin workshop in Geneva updates Vietnam on international practices

VOV.VN - Vietnam’s Permanent Mission in Geneva, in coordination with the Ministry of Industry and Trade’s Import and Export Department has recently hosted a workshop on rules of origin with leading international experts, aiming to boost the country’s trade capacity and dispute settlement skills.

The event is designed to update international practices and dispute settlement experience for officials from the Ministry of Industry and Trade, the Ministry of Finance, local industry and trade departments, and agencies authorized to issue certificates of origin (C/O).

Speakers included experts from the UN Conference on Trade and Development (UNCTAD), the Advisory Centre on WTO Law (ACWL), law firm Akin Gump, the International Coffee Organization (ICO), and the South African Chamber of Commerce and Industry (SACCI).

In his opening remarks, Permanent Representative of Vietnam in Geneva Ambassador Mai Phan Dung said the workshop shows Vietnam’s proactive efforts to improve the implementation of rules of origin, thereby ensuring the country fulfills its international trade commitments effectively, especially at a time of global challenges to trade and supply chains.

Trinh Thi Thu Hien, deputy director of the Import and Export Department, underlined the fundamental role of rules of origin in global trade and stressed the importance of capacity building for enforcement officials. She also hailed the cooperation between the mission and her department.

According to Hien, since joining the WTO in 2007, Vietnam has developed a legal framework on rules of origin in line with international standards. Earlier this year, the country notified the WTO of its updated non-preferential rules of origin, reaffirming its commitment to transparency and cooperation with WTO members.

The workshop offered practical training for C/O officials, especially as localities are carrying out new regulations under Circular No. 40/2025 and Decree No. 146/2025 on C/O issuance and self-certification of origin.

Through exchanges with international experts, participants discussed cooperation mechanisms and practical challenges in C/O issuance. Their clarifications enhanced knowledge, skills, and confidence among officials, contributing to transparent and effective state management of rules of origin in support of Vietnam’s trade and global integration.

Closing the workshop, Minister-Counselor Pham Quang Huy, deputy head of the mission, said transparent rules of origin strengthen Vietnam’s position as a safe and reliable investment destination. With countries tightening controls on origin, he noted, clear regulations help Vietnam avoid trade disputes.
