Hanoi workshop increases customs officers’ enforcement of rules of origin

VOV.VN - Foreign experts and customs officers are exchanging experiences in applying, verifying, and managing rules of origin as part of efforts to implement international trade agreements at a three-day workshop that opened in Hanoi on May 20.

In his opening remarks, a representative from Vietnam Customs underscored the crucial role of rules of origin in Vietnam’s economic integration, particularly as the country engages in the enforcement of numerous new-generation Free Trade Agreements (FTAs). He said proper determination of origin not only ensures compliance with international commitments but also helps prevent fraudulent activities and protect law-abiding businesses.

Representatives from the World Customs Organisation (WCO) commended Vietnam’s cooperation and shared updates on global priorities, including the development of technical tools, guidelines for implementing rules of origin, anti-fraud measures, and technical support programmes for member states like Vietnam.

The three-day workshop covers a range of key topics, such as WCO technical tools and reference materials; challenges and best practices in Vietnam’s implementation of origin rules; certification and self-certification mechanisms; procedures for verification, risk management, and advance rulings, as well as real-life case handling and practical origin determination processes.

A highlight of the event is the interactive group discussions and case presentations by customs officers from regional customs agencies. These sessions serve as a platform to share practical experiences, analyse real challenges, and propose solutions to improve the efficiency and consistency of origin management.

The workshop, jointly held by the Department of Vietnam Customs and the World Customs Organisation, was attended by officers from more than 20 regional customs agencies. The tools and best practices provided by the WCO will be further studied and adapted to suit Vietnam’s operational context.

The workshop reflects Vietnam Customs’ strong commitment to proactive international integration and capacity building in rules of origin enforcement. It contributes to the effective and transparent implementation of trade agreements, helping to safeguard a fair and sustainable business environment for enterprises operating in Vietnam.
