Vietnam shares legal framework updates on rules of origin at WTO session

VOV.VN - Vietnam has updated WTO members on its legal framework and cooperation efforts in applying rules of origin, reaffirming its commitment to transparency and fair trade practices.

The Committee on Rules of Origin (CRO) under the World Trade Organization (WTO) held its regular session in Geneva on April 3–4 (local time).

The Vietnamese delegation included  Pham Quang Huy, Minister Counsellor and Deputy Head of the Permanent Mission of Vietnam to Geneva; Trinh Thi Thu Hien, Deputy Head of the Import and Export Department under the Ministry of Industry and Trade as well as officials from the Vietnamese working delegation and the Mission of Vietnam to Geneva.

At the session, Trinh Thi Thu Hien, head of the Vietnamese delegation, delivered a statement updating members on the application of rules of origin to Vietnam's exports to WTO member countries.

Through her remarks, WTO members highly appreciated Vietnam’s proactive and responsible role in promoting cooperation among members and enhancing transparency in meeting its notification obligations under WTO regulations.

The statement emphasized the role and responsibility of the Ministry of Industry and Trade in implementing rules related to origin of goods, and presented Vietnam’s legal framework for issuing certificates of origin (C/O), including Decree No. 31/2018/ND-CP dated March 8, 2018; Circular No. 05/2018/TT-BCT dated April 3, 2018; and Circular No. 44/2023/TT-BCT dated December 29, 2023.

Members took note that Vietnam’s regulatory system has facilitated C/O-issuing authorities and the business community in fully and transparently complying with rules of origin.

With an effective management mechanism, clear policies, and close coordination, Vietnam reaffirmed its commitment to boosting cooperation with WTO members in origin verification and sharing practical experience in certification procedures. In the coming time, Vietnam aims to launch electronic data exchange mechanisms on origin with certain importing countries to simplify customs procedures and enhance verification efficiency.

WTO members expressed positive impressions of Vietnam’s efforts to improve state management capacity in origin-related matters, step up trade fraud prevention, and ensure transparency in administrative procedures, thereby contributing to trade facilitation.

This session was particularly notable as the Vietnamese delegation delivered its remarks on the occasion of the 30th anniversary of the establishment of the WTO Committee on Rules of Origin.

The meeting acknowledged Vietnam’s meaningful contributions and reaffirmed the country’s efforts to strengthen its global standing, promote cooperation with WTO members, and fulfill its international commitments toward fair and efficient trade.
