Ho Chi Minh City adopts targeted policy to boost MICE tourism
VOV.VN - Ho Chi Minh City has introduced a targeted policy to support meetings, incentives, conferences and exhibitions (MICE) tourism, focusing on large-scale groups of at least 100 delegates that meet strict requirements, including a minimum stay of three nights and at least two days of sightseeing in the city.
According to the city’s Department of Tourism, the Ho Chi Minh City People’s Council has approved Resolution No. 62, which sets out support measures to attract groups travelling to the city for conferences, seminars and exhibitions combined with tourism. The policy will take effect from December 20, 2025, through December 31, 2030.
Designed to avoid fragmented use of public resources, the policy targets high-value MICE groups to increase visitor spending, broaden economic spillover effects and improve budget efficiency. Support levels are structured on a progressive basis, with larger groups eligible for higher assistance, encouraging the attraction of international events of significant scale.
Eligible MICE groups may receive support covering up to 25% of entrance fees at tourist attractions, capped at VND20 million per group. Venue rental costs for conference halls and meeting rooms at convention centres or tourism accommodation facilities are also eligible for support, with the highest rate reaching up to 30% for large-scale groups. Additional support is available for welcome cultural performances and souvenir gifts for MICE delegations.
City tourism officials said the policy marks the first time in Vietnam that support for MICE tourism has been institutionalised through a resolution of a local legislature, reflecting Ho Chi Minh City’s determination to establish a stable policy framework to attract large international conferences and events.
Ho Chi Minh City is widely regarded as well positioned to develop MICE tourism at regional and international levels, supported by modern convention and exhibition infrastructure, a large supply of high-end hotels, professional event services, strong international air connectivity and a diverse ecosystem of tourism-related services.
