A delegation from Laos' Oudomxay province led by Deputy Secretary of the provincial Party Committee and Governor Vongsavanh Saynhavong paid a working visit to Dien Bien province on October 9 to exchange experience in operating the two-tier local administration model.

After three months of implementation, the two-tier local administration model has shown positive progress, reflecting the Party’s wise and drastic leadership, and the responsible, creative efforts by authorities at all levels, sectors and localities, said Prime Minister Pham Minh Chinh.

Prime Minister Pham Minh Chinh held a meeting with representatives of the diplomatic corps in Vietnam on July 31 to brief them on the reorganisation of administrative units and two-tier local administration of the country.

While inspecting the operation of two-tier local administrations in An Giang and Dong Thap provinces, Prime Minister Pham Minh Chinh has underscored that under no circumstances, should the restructuring of administrative apparatus affect the material or spiritual well-being of residents.

Vietnam’s rollout of two-tier local administration model and restructuring of provincial administrative units is a sound policy that conforms to global trends. Dr. Luong Tuan Anh from the UK’s De Montfort University told the Vietnam News Agency (VNA)'s resident reporters in London.

Vietnam’s shift to a two-tier local administration model marked a historic institutional reform, underscoring the country’s determination to streamline its state apparatus, making it more efficient, effective, and closer to the people. The change has drawn great attention from Indonesian scholars and the Vietnamese community living and working in the country.
