VND6,623 billion allocated for tuition fee exemption
VOV.VN - With a majority of votes in favour (91.21%), the National Assembly on May 17 approved a resolution to adjust and supplement the 2025 State budget estimate, including the allocation of VND6,623 billion for tuition fee exemption.

The sum comes from the 2024 central budget’s recurrent expenditure estimate that had not yet been allocated. This amount will be carried forward to 2025 to implement tuition fee exemption policies and address tasks arising from the organisational restructuring approved by competent authorities, excluding payments of salaries and benefits for officials, public employees, and workers.
In February 2025, the Politburo decided to implement a nationwide policy of full tuition fee exemption for students from preschool to high school in the public education system. This policy is set to take effect from the beginning of the 2025–2026 academic year, starting from September 2025.
Bui Sy Loi, former vice chairman of the National Assembly’s Social Affairs Committee, stated that the tuition-free policy is a strategic move to realise social equity and sustainable human resource development. He emphasised that no child should be left behind due to financial hardship and that this policy creates equal opportunities for all students, whether in urban or rural areas.
Meanwhile, Assoc. Prof. Dr. Tran Thanh Nam, vice rector of Education University (Vietnam National University – Hanoi) said this policy, along with birth encouragement policies, reflects the Party and State’s long-term vision to enhance human resources and ensure sustainable population growth. He stressed that it eases financial burdens on families, encourages childbearing, and secures a better future workforce for the country.
Experts said the tuition-free education policy is considered a major step forward in building a fair, humanitarian, and sustainable education system in Vietnam. However, for it to be effective, there must be simultaneous investment in infrastructure, teacher training, and other support mechanisms to ensure educational quality and reduce the financial pressure on families.
