Vietnam identifies 10 strategic technology groups with AI at the core

VOV.VN - The Vietnamese Prime Minister has issued a list of strategic technologies and strategic technology products, identifying 10 priority technology groups in which artificial intelligence (AI) and digital technologies play a central role to concentrate resources on core technologies, strengthen competitiveness and safeguard national security.

According to the Ministry of Science and Technology, Decision No. 21 dated April 30, 2026 provides a legal foundation for prioritising the development of foundational technologies with significant impacts on economic growth and the country’s digital transformation.

The list of 10 strategic technology groups includes key sectors such as digital technologies, including AI, big data, cloud computing, the Internet of Things (IoT) and blockchain; next-generation 5G network technology; robotics and automation; biotechnology; semiconductor chips; cybersecurity and quantum technologies; advanced materials and energy technologies; as well as emerging fields such as aerospace, high-speed rail and deep-sea technologies.

The Government also issued a list of strategic technology products divided into two groups: products already on the market, including Vietnamese large language models, AI virtual assistants, cloud computing platforms, industrial robots, 5G systems and cybersecurity solutions; and products expected to drive future development, such as specialised chips, quantum technologies, low-Earth-orbit satellites, small modular reactors (SMRs) and rare earth extraction technologies.

The Ministry of Science and Technology has been tasked with periodically reviewing and updating the lists to ensure they match socio-economic development requirements.

The decision will take effect on July 1, 2026, replacing Decision No. 1131 issued in 2025.

Vietnam is moving to refine its intellectual property (IP) framework for strategic technologies, shifting from a protection-focused approach to one that enables value capitalisation and commercialisation, as policymakers seek to bridge the persistent gap between research and the market.
