Special amnesty to be granted to prisoners on National Day 2024
VOV.VN - The State President will grant well-reformed prisoners special amnesty on the occasion of the 79th National Day (September 2) and the 70th Liberation Day of Hanoi (October 10) this year, according to Pham Thanh Ha, vice chairman of the President’s Office.
Prisoners who have been sentenced to fixed-term imprisonment or have life imprisonment commuted to fixed terms with good records will be eligible for parole, Ha said at a press briefing in Hanoi on August 2, announcing the President’s decision on special amnesty 2024.
Prisoners whose sentences are temporarily suspended will also be considered for the upcoming amnesty, said the official.
Among those to enjoy the lenient policy are people who have been sentenced to prison for corruption offences. They are required to fulfill their obligations, including returning property and compensating for damage, along with other civil obligations.
Ha said special amnesty reflects the Party and State’s lenient policy and Vietnam’s humane tradition of encouraging offenders to repent and become useful citizens.
Vietnam has nine times granted special amnesty to more than 92,000 prison inmates since 2009 on the occasion of the country’s important events and major holidays. The special paroles have helped the returnees reunite with their families and rebuild their lives.
In fact, the majority of offenders granted amnesty have returned to their places of residence, stabilized their lives, and worked honestly. The recidivism rate is very low.
Officials said at the press briefing that they have yet to determine the exact number of prisoners eligible for this year's special parole. Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, said detention houses will review cases that meet criteria under the President’s decision.
Currently, there are 643 foreigners serving prison sentences in detention camps across the country, according to Deputy Foreign Minister Ha Kim Ngoc.
