Public Security Ministry eyes modern, diversified fireworks production
VOV.VN - The Ministry of Public Security is studying a plan to develop a more diversified and modern fireworks industry, aiming to meet growing public demand while ensuring strict safety and security standards, according to an official from the ministry.
The information was unveiled by Colonel Tran Hong Phu, deputy director of the Police Department for Administrative Management of Social Order (C06) at a press briefing on April 3, detailing the Government’s newly issued decree 58 that amends regulations on fireworks management and use.
Under the revised rules, enterprises under the Ministry of Public Security, when assigned by the minister, will be allowed to research, produce, import, export and supply explosive fireworks. Eligible firms that meet requirements on security, fire prevention, incident response and environmental protection may also engage in fireworks trading.
The amendment is intended to improve the legal framework, ensuring effective state management while unlocking resources to support the development of the security industry, Phu said. It also reflects rising demand for fireworks displays at political, cultural and entertainment events.
The C06 official also said authorities are currently developing new fireworks products with improved designs and performance. Planned upgrades include more vibrant colours, enhanced sound effects and greater flexibility in display formats suitable for different venues.
Under existing technical standards, explosive fireworks are subject to strict controls, including a maximum display height of around 25 metres. However, in response to demand for larger-scale events, the ministry has tasked C06 with studying possible adjustments.
Safety remains the top priority, the official stressed, noting that any technical changes must fully comply with regulations on security, public order and fire prevention.
The ministry has also assigned relevant units to develop a comprehensive plan for fireworks production and business operations, which will serve as a basis for future implementation once conditions are met.
According to Phu, the ultimate goal is to enable people to access and use fireworks more conveniently and legally during holidays, festivals and major events.
Under current regulations, the Prime Minister decides which enterprises under the Ministry of National Defence are permitted to produce and supply explosive fireworks for state-ordered events.
The new decree also allows provincial-level authorities to decide on fireworks displays for major occasions such as Lunar New Year, the Hung Kings’ Commemoration Day, National Day, Southern Liberation and Reunification Day (April 30) and Dien Bien Phu Victory Day (May 7).
In addition, procedures for licensing the purchase and transportation of fireworks materials have been streamlined, with priority given to online applications and faster processing times.
