Plans in place for Ninh Thuan nuclear plant

Vietnam and Russia have agreed to speed up the progress of building the first nuclear power plant in central Ninh Thuan Province as of 2014, earlier scheduled.

At a meeting with the provincial leader, deputy chairman of the Russian State Duma Committee for Energy Sergei Levchenko said the two sides will start funding the project after the technical designs for the plant are completed in 2014.

Moreover, preparations for construction work to start are slow going.

There is no agency assigned to oversee the construction progress of contractors involved in the project, which make capital disbursement for very difficult.

Therefore, there have been no supporting facilities to house construction material and accommodate specialists and workers once they arrive, said Levchenko.

Secretary of the provincial Party’s Committee Nguyen Chi Dung said the province has worked out compensation and site clearance policies and received a high level of agreement from local affected residents.

Dung stressed that a resettlement plan must be completed to assure those people who could be dislocated from the project site before construction work starts.

He asked the Russian consultants to clearly indicate the exact areas where the plant is to be built so the local authorities can be ready for the settlement.

Levchenko revealed that the project needs a large number of specialists and workers and a university in Voronhez Province – home to a nuclear power plant – is ready to work with NInh Thuan in training local workers.
